UPSC Civil Services Exam 2026 Application Underway: 12 Major Changes Introduced This Year
The Union Public Service Commission has issued the official notification for the Civil Services Examination 2026, announcing significant changes to the recruitment process and rules. This year, the Commission has amended 12 key rules, spanning from the application process to document verification. The primary goal of these changes is to enhance transparency in the examination system and minimise technical issues. Candidates will need to adhere to new procedures for submitting their photos and signatures, as well as meet strict deadlines for OBC and EWS certificates.
The most notable update involves live photo capture and Aadhaar-based authentication to prevent fraud at examination centres. Additionally, the number of re-appearances for IAS and IFS officers has been restricted. The application is underway and the last date to register is February 24, 2026.
Experts advise candidates to fully understand the new rules before submitting their forms, as no corrections will be allowed post-submission.
UPSC CSE 2026: Major Changes
The Union Public Service Commission has introduced 12 changes to the Civil Services Examination process, from application to selection. Aspiring government officers should be aware of these changes.
1. Application process in 4 modules
The online application portal has been redesigned to include four steps: creating an account, generating a Universal Registration Number (URN), filling out the Common Application Form (CAF), and completing the exam-specific module (selecting a centre and subject).
2. Universal Registration Number (URN) is mandatory
A URN will now be generated for each candidate as a permanent identifier, eliminating the need to re-enter details for future exams.
3. Live photo capture is essential
Candidates must capture a live photo via webcam during the application process. The uploaded passport-size photo must match the live photo, or the application may be rejected.
4. Priority to Aadhaar-based verification
Aadhaar is recommended as the primary document to expedite the verification process at examination centres and reduce delays.
5. Scanned copy of three signatures
Candidates must sign three times in black ink on a plain sheet of paper, scan the sheet, and upload it to verify their identity.
6. No opportunity to correct or withdraw the application
Once submitted, applications cannot be corrected or withdrawn.
7. Limit on updating URN
Candidates can update their permanent profile (URN) only once throughout their career. This applies to future applications, not previously submitted forms.
8. Only online admit cards are valid
Admit cards will no longer be sent by post or email. Candidates must download their e-admit cards from the website and bring them to the exam centre along with a valid photo ID.
9. Face authentication at the exam centre
Digital face authentication and identity document verification will be conducted at each exam centre. Candidates should arrive well in advance of the scheduled time.
10. Re-entry opportunities closed for IAS, IFS
Candidates already appointed to the IAS or IFS cannot retake the Civil Services Examination. However, IPS officers can retake the exam to improve their rank.
11. New rules for OBC and EWS certificates
The OBC (non-creamy layer) certificate must be dated after April 1, 2025, based on income for the last three years. The EWS certificate must be dated on or after April 1, 2025.
12. Login is mandatory after Prelims and Mains
Candidates must log in to the portal within 10 days of the UPSC Prelims result declaration and within 15 days of the Mains (written) result declaration, or their candidature will be considered cancelled.
