Prime Minister Narendra Modi inaugurated Northeast India's first Emergency Landing Facility in Assam. This dual-use runway enhances military preparedness and disaster response. The Prime Minister also launched key projects including a Brahmaputra bridge, a National Data Centre, and an IIM. Electric buses were also flagged off, boosting public transport across the region.
Guwahati: Prime Minister Narendra Modi on Saturday inaugurated the Northeast’s first Emergency Landing Facility (ELF) at Moran in Assam’s Dibrugarh district.
The Prime Minister arrived at Chabua and boarded an Indian Air Force C-130J aircraft before landing at the ELF. He also witnessed a 40-minute aerial display featuring fighter jets and transport aircraft, including Tejas, Sukhoi and Rafale platforms.
Developed at a cost of around Rs 100 crore, the facility has been created as a strategic, dual-use runway for both military and civilian operations.
What is the Emergency Landing Facility (ELF)?
The Emergency Landing Facility at Moran Bypass has been specially designed and constructed in coordination with the Indian Air Force. It enables the landing and take-off of military as well as civil aircraft during emergencies when conventional airports may not be available.Envisioned as dual-use infrastructure, the ELF can handle fighter aircraft up to 40 tonnes and transport aircraft with a maximum take-off weight of up to 74 tonnes. It can also function as an alternative runway to Dibrugarh airport during contingencies.
India’s first Emergency Landing Facility was inaugurated in 2021 in Rajasthan’s Barmer district. The Moran installation is the first such facility in the Northeast.
Why does the ELF matter for the Northeast?
The Northeast is strategically significant due to its proximity to international borders and is also prone to natural disasters such as floods and landslides.The ELF is expected to strengthen logistical preparedness and improve response times during emergencies. By enabling fighter jets and heavy transport aircraft to operate from the stretch, it enhances operational flexibility for the armed forces.
At the same time, it allows quicker mobilisation of rescue teams, relief materials and essential supplies during natural calamities.
Assam Chief Minister Himanta Biswa Sarma had earlier reviewed preparations at the site. The Indian Air Force conducted rehearsals ahead of the inauguration, culminating in the aerial display during the Prime Minister’s visit.
According to PTI, Officials said the landing and take-off demonstration marked a milestone in strengthening the region’s strategic infrastructure.
What is on the Prime Minister’s Assam itinerary?
During his visit, Prime Minister Narendra Modi is also inaugurating and launching multiple projects aimed at improving connectivity, digital infrastructure, higher education and public transport in the North-Eastern region.A key highlight is the inauguration of the Kumar Bhaskar Varma Setu, a six-lane extradosed Prestressed Concrete (PSC) bridge built across the Brahmaputra at a cost of around Rs 3,030 crore.
The bridge connects Guwahati with North Guwahati and is the first extradosed bridge in Northeast India. It is expected to reduce travel time between the two sides to about seven minutes. Designed for the region’s high seismicity, the bridge incorporates base isolation technology using friction pendulum bearings, high-performance stay cables for durability and a Bridge Health Monitoring System (BHMS) for real-time condition monitoring and early damage detection.
The Prime Minister will also inaugurate the National Data Centre for the North Eastern Region at Amingaon in Kamrup district. With a total sanctioned load of 8.5 MW and an average rack capacity of 10 kW per rack, the facility will host mission-critical applications of various government departments and function as a Disaster Recovery centre for other National Data Centres, strengthening the region’s ICT backbone.
In addition, he will inaugurate the Indian Institute of Management Guwahati, aimed at boosting higher and management education in the Northeast.
The Prime Minister will also flag off 225 electric buses under the PM-eBus Sewa Scheme including 100 for Guwahati with the remaining buses allocated to Nagpur (50), Bhavnagar (50) and Chandigarh (25). The initiative is expected to benefit over 50 lakh citizens by improving access to clean, affordable and reliable public transport services, contributing to enhanced urban mobility and quality of life.
