The Congress on Thursday alleged that the result of the recent Assembly elections in Bihar was “grossly managed” and a “fabricated outcome”.

Party leader KC Venugopal made the comment after a review meeting of the Congress' leaders and candidates from the state. The meeting made it clear that the result in Bihar “was not a genuine mandate”, Venugopal said on social media.

The Opposition Mahagathbandhan, which the Congress is a part of, lost the polls to the National Democratic Alliance on November 14.

The party leaders from Bihar alleged that the special intensive revision of the electoral roll in the state had “enabled targeted voter deletions and dubious additions”, Venugopal said.

The revision of the voter lists was completed in Bihar ahead of the polls. At least 47 lakh voters were excluded from the final electoral roll published on September 30.

Concerns had been raised that the exercise could remove eligible voters from the electoral roll. Several petitioners also moved the Supreme Court against it.

Venugopal on Thursday also alleged that “blatant cash bribery” under the Mukhyamantri Mahila Rojgar Yojana had been used to influence voters “even at polling stations”.

The scheme, launched ahead of the polls, aims to provide Rs 10,000 to one woman from every family as seed money to start a business.

He added that identical victory margins in several constituencies had “exposed a pattern” that no independent Election Commission would overlook.

“These issues point to organised electoral malpractices and brazen violations of the Model Code of Conduct, carried out under the watch of an ECI that has increasingly behaved like an active collaborator in BJP's election rigging,” Venugopal said.

The Model Code of Conduct is a set of guidelines issued by the poll panel for political parties, candidates and governments to follow during an election. It sets guardrails for speeches, meetings, processions, election manifestos and other aspects of the polls.

He said that “what happened in Bihar is nothing short of a direct assault on democracy”.

The Congress will not allow the “stolen mandate” to become the new normal, Venugopal said, adding that the party's fight to protect India's democracy will continue “fearlessly, relentlessly and with the people by our side”.

The review meeting on Thursday was attended by Congress leaders Mallikarjun Kharge and Rahul Gandhi.

On November 14, the National Democratic Alliance bagged 202 of the 243 seats. A party or an alliance needs 122 seats in the 243-member Assembly to form the government.

The Mahagathbandhan won 35 of the 243 seats. Of these, 25 were won by the Congress' ally Rashtriya Janata Dal. The Congress won six of the 61 seats it contested, and the Communist Party of India (Marxist-Leninist) Liberation clinched two.

The Congress had won 19 seats in the 2020 polls.

The Bharatiya Janata Party won 89 seats and Chief Minister Nitish Kumar's Janata Dal (United) won 85, almost doubling its tally from the 2020 polls.

Hours after the Congress lost the polls, party leader Rahul Gandhi had said on November 14 that the election “was not fair from the very beginning”.

Gandhi and the Congress have repeatedly accused the Election Commission of large-scale vote rigging, including in the Maharashtra and Haryana Assembly polls held in 2024, alleging what they called “industrial-scale rigging involving the capture of national institutions.”

The Election Commission has rejected those allegations as well.
