Why Cong linked 1940 session to Bihar CWC meet: ‘Save Constitution’ poll pitch
Ahead of the latest session of the Congress Working Committee (CWC) in Bihar on Wednesday, the party recalled a landmark pre-Independence session of 1940 held in the same state. Its leaders saw a linkage in how the party remains committed to the Constitution of India since then.
This also served as a reminder, perhaps unintentional, of how much the party's fate has changed in those 85 years. Bihar stands out as an example. Once the preeminent force in the country, fighting against British rule and then shaping independent India, the Congress is now a junior partner struggling to get one-fourth of the seats to fight in its alliance with the Rashtriya Janata Dal (RJD).
Congress comms in-charge Jairam Ramesh shared the significance of the 1940 session in a post on X: “It was at its Ramgarh session held in mid-March 1940 that the Congress Working Commitee (CWC) passed its landmark resolution that, for the first time, formally committed the Indian National Congress to the creation of a Constituent Assembly to frame and adopt a Constitution for a free and independent India.”
He used the post also for a swipe at the RSS, the parent body of the ruling BJP.
"The rest is, as they say, history – including the bitter opposition of the organisation now celebrating its centenary to the Constitution that was to be adopted on Nov 26, 1949, and come into effect on Jan 26, 1950," Jairam Ramesh wrote.
The 1940 venue, Ramgarh, is now in Jharkhand since Bihar was divided in 2000. In that session presided over by Maulana Abul Kalam Azad, who became the first education minister of independent India in Jawaharlal Nehru's cabinet, the Congress committed to the creation of a Constituent Assembly for India.
At the 2025 session on Wednesday in Patna, which comes barely a month ahead of the Bihar assembly election, the Congress cited the Constitution to promise more rights for the deprived classes of society.
"It was a historic CWC (session). How to make Congress stronger; stop this chain of dividing people in the society; to uplift Dalits, backward classes, poor, women and those who are oppressed — all this was discussed," senior leader and former Lok Sabha speaker Meira Kumar told reporters.
"A detailed discussion was held regarding what is happening in the nation, especially vote chori," Sukhjinder Singh Randhawa, former deputy CM of Punjab, said.
Rahul Gandhi has pitched the alleged theft of votes by the BJP “in collusion with the Election Commission” as an attack on India's democratic system enshrined in the Constitution.
The CWC resolved that the BJP-led NDA regime of PM Narendra Modi is “systematically dismantling constitutional values”.
Also citing the Constitution, the party promised more reservation for the Extremely Backward Classes (EBC) too.
According to the 2023 Bihar Caste Survey, EBCs constitute 36% of the state's population, making them the largest single social group in Bihar, followed by the OBCs at 27%, SCs at just under 20%, General category at around 15%, and STs at less than 2%.
In a state deeply influenced by caste among other identity markers, the Congress pitch is in line with Rahul Gandhi's focus on the politics of “social justice” since before the 2024 Lok Sabha elections.
Even in the 2024 campaign, the Congress pitched “danger to Constitution” as its primary charge against Narendra Modi's BJP-led NDA government.
And it believes that worked because the party nearly doubled its seats to 99, though still much behind the 240 won by the BJP, which managed to cross the 272 majority mark with allies.
Rahul Gandhi is constantly seen carrying an abridged pocket-sized copy of the Constitution, which he pulls out as a motif of his politics.
In that context, harking back to the 1940 session — where the framing of the Constitution was set in motion — ties in with its wider messaging. And with its hope of becoming the preeminent party of India once again.
