US Senator Gallego slams corporations for hiring H-1B workers amid US layoffs

US Senator Ruben Gallego criticised large corporations for hiring H-1B visa employees over American workers while simultaneously conducting layoffs, per a report by the Financial Express on Sunday.
In a letter to the Trump administration, Gallego called out the use of the “specialty occupation” H-1B visa programme, noting that it has increased reliance on H-1B workers and raised concerns about potential fraud within the programme.
“I write regarding a concerning trend in the technology and banking sectors: companies are increasingly hiring foreign workers on temporary H-1B visas while simultaneously laying off American workers,” he began the letter.
The letter, sourced by FE dated December 3, 2025, was addressed to the Department of Labour Secretary Lori Chavez-DeRemer, US Citizenship and Immigration Services Director Joseph Edlow, and Attorney General Pamela Bondi.
The US Department of Labour launched “Project Farewell” in September to intensify enforcement of the H-1B visa programme.
However, Gallego also acknowledged the positive impact of immigration programmes in boosting economic growth and helping set strong wage standards for American workers, the report added.
To support his arguments, the Arizona lawmaker cited data from the H-1B Employer Data Hub of the US Citizenship and Immigration Services, which revealed that major tech companies hired 30,000 foreign H-1B workers in fiscal year 2025.
“Given the number of unemployed American college graduates with relevant degrees and skills,” he told the Trump admin, “the fact that corporations are laying off American workers while simultaneously hiring foreign H-1B workers raises important questions.”
A Quartz report also suggested that the unemployment rate for American tech workers was significantly high. Workers between the ages of 21 and 25 accounted for 15% of the workforce in January 2023, but this share fell by 6.7% by July 2025.
In September, US lawmakers scrutinised large technology companies, including Amazon and Apple, over their use of H-1B visas, even as they lay off other workers.
The senators also requested data from companies on the wages of H-1B workers and the potential displacement of American employees, the report added, citing a letter by some lawmakers.
