A parliamentary panel proposes strict measures to combat Delhi-NCR pollution. Key recommendations include an annual cap on new petrol and diesel vehicle registrations. The panel also suggests premium bus services, incentives for electric vehicles, and improved public parking for EVs. Stricter fitness tests and faster approvals for public transport projects are also urged to reduce emissions and congestion.
New Delhi: In a sweeping set of recommendations aimed at controlling Delhi-NCR's pollution, a parliamentary panel has called for an annual ceiling on the registration of new non-electric vehicles across the region, calling it a critical regulatory step to curb rising emissions and congestion.
In its report on air pollution in Delhi-NCR, the Parliamentary Standing Committee on Science and Technology and Environment, chaired by BJP MP Bhubaneswar Kalita, said the recurring cycle of hazardous air quality shows that while multiple plans exist on paper, weak implementation and the absence of sustained political resolve have blunted their impact.
The panel stressed structural reforms - not short-term winter measures - are essential to reverse the rising emissions.
Among its key recommendations is a regulatory cap on new petrol and diesel vehicle registrations, aimed at arresting the rapid growth of polluting vehicles. The panel said incentives for cleaner mobility must be backed by firm disincentives to force a behavioural shift.
To draw commuters away from private cars, the committee proposed introducing a premium, scheduled bus service offering higher comfort and reliability. Modelled on private cab aggregators, the service would provide app-based booking, real-time tracking and reserved seating, functioning like a shuttle system. This, the panel said, could attract car users, reduce congestion and generate a new revenue stream for public transport.
The committee called for public incentives, including production-linked incentives, purchase subsidies and tax benefits, to be sharply focused on zero-emission vehicles such as Battery Electric Vehicles and Fuel Cell Electric Vehicles. It also recommended free or subsidised public parking for EVs, significantly higher parking charges for petrol and diesel vehicles, and tighter regulatory controls, including the proposed cap on new non-EV registrations.
The panel urged the finance ministry to push public sector banks to offer "green car loans" for EVs at lower interest rates and asked RBI to explore priority sector lending. Insurance firms were advised to offer EV-specific policies at cheaper premiums. It also proposed income-tax deductions on interest and principal repayment on EV loans under both tax regimes and a special scheme to encourage government employees to buy EVs.
The panel said existing PUC system is inadequate and recommended immediate rollout of remote sensing technology to identify high-emitting vehicles. It suggested advancing the first mandatory fitness test from 15 to 10 years, especially for SUVs, alongside fiscal incentives for voluntary scrappage.

The panel urged fast-track approvals for RRTS corridors such as Delhi-Gurugram-SNB and Delhi-Panipat-Karnal, reviewing the remaining five corridors and expediting clearance of pending Delhi Metro lines. Early planning for Metro Phase 5 also recommended.
