A meeting of the Parliamentary Standing Committee on Rural Development was held to review the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and to discuss the proposed G-RAM-G Bill. The discussions focused on the future of rural employment, funding mechanisms, and challenges in transitioning to the new framework.
Members of the committee noted that while there was no opposition to the G-RAM-G Bill, concerns were raised about how the transition from MGNREGA to the new law would be managed. Several members questioned how wage payments would be ensured during the interim six-month period and how additional financial resources would be arranged to support the shift.
A key concern raised during the meeting was the low enrolment under the existing scheme in several states, where participation remains around 50 per cent. Members also pointed out that the implementation of the new law would take at least six months, and discussions were held on what the new operational structure and framework would look like.
According to sources, committee chairman Saptagiri Ulaka acknowledged that there are shortcomings in the current MGNREGA framework. He recalled that the committee had earlier made recommendations to address these gaps, including increasing the guaranteed number of workdays from 100 to 150.
BJP members argued that the existing law has not been able to adequately address rural challenges or ensure sufficient infrastructure development in villages, which is why a new legislative framework has become necessary. They also pointed out that in several states, even 50 per cent of the allocated MGNREGA funds have not been utilised.
During the meeting, the secretary of the ministry of rural development made a detailed presentation on the implementation of MGNREGA. It was stated that the scheme is currently operational in 741 districts across the country, excluding Delhi and Chandigarh, covering 2.69 lakh gram panchayats and engaging 12.15 crore active workers. Women constitute 57 per cent of the workforce, while Scheduled Castes and Scheduled Tribes account for 36 per cent. Additionally, 4.81 lakh persons with disabilities have also received employment under the scheme.
At present, the scheme covers more than 26 crore beneficiaries across over 15 crore households, underscoring its scale and significance in India's rural employment landscape.
The G-RAM-G Bill aims to strengthen and modernise India's rural employment framework by addressing the limitations of the existing MGNREGA system. The proposed law seeks to ensure more effective livelihood support, better implementation mechanisms, and improved accountability in rural employment programmes. It focuses on smoother wage payments, stronger institutional support, and enhanced coverage for rural households, while also addressing gaps such as low enrolment and inadequate utilisation of funds in several states. The Bill is intended to create a more robust and sustainable model for rural employment and infrastructure development, aligned with current socio-economic needs.
