Lok Sabha Speaker Om Birla revealed he advised Prime Minister Narendra Modi to stay out of the House. This decision followed unexpected and unprecedented conduct by Congress members during Wednesday's proceedings. Birla stated he had information about Congress MPs planning to approach the Prime Minister in an unexpected manner. He personally witnessed the developments.
Lok Sabha Speaker Om Birla on Thursday said he had received information about “unexpected” conduct by Congress members in the House, for which he advised Prime Minister Narendra Modi against coming to the Lok Sabha on February 4 to deliver his reply to the Motion of Thanks.
Making a statement in the House, Birla described the behaviour of some members during Wednesday's proceedings as “unprecedented.” He said he had been informed that Congress MPs were planning to approach the Prime Minister in an unexpected manner and added that he had personally witnessed the developments.
Birla thanked the Prime Minister for agreeing to stay away from the House. “By agreeing not to come to the Lok Sabha, the Prime Minister prevented unpleasant scenes. I thank him for this,” the Speaker said.Expressing anguish over the dramatic scenes witnessed a day earlier, the Speaker appealed to all members to cooperate in running the House smoothly and in accordance with parliamentary traditions and decorum.
Before the House was adjourned for the day, Birla said “The country saw what happened in the House yesterday. Everyone saw how MPs approached the Prime Minister's chair. I got information that any mishap could have happened.”
Earlier in the day, the Lok Sabha passed the Motion of Thanks to the President's Address through a voice vote, with Prime Minister Narendra Modi not speaking during the debate in the House.
The move came amid continued disruptions and Opposition protests, with the government deciding to take up the motion without a reply from the Prime Minister in the Lower House. Parliamentary affairs officials said the Prime Minister would instead respond to the debate in the Rajya Sabha later in the day.

Meanwhile, the Opposition sharpened its criticism on the government, with Congress MP Pramod Tiwari on Thursday accusing Prime Minister Narendra Modi of lacking the “moral courage” to face Parliament over the controversy surrounding former Army chief M M Naravane's unpublished memoir and the India–US trade deal.
Speaking to reporters outside Parliament, Tiwari said it was the first time during Modi's tenure that the Prime Minister had not spoken in the House following such developments. “After the Indo-American deal and General Naravane's citation, the Prime Minister is unable to muster the moral courage to face the people of India and the Parliament of India,” he said.The Congress has raised multiple issues in Parliament, with a key focus on claims made in Naravane's unpublished memoir relating to the 2020 China standoff in eastern Ladakh. The party has also alleged that Leader of Opposition in the Lok Sabha Rahul Gandhi was “stopped” from speaking repeatedly during the proceedings.
BJP leaders handling defence matters have countered the Opposition's charge, saying references to the memoir in the House violated parliamentary rules and risked demoralising the armed forces.
Congress MP Priyanka Gandhi Vadra also criticised the government, alleging that the Prime Minister was “hiding behind the Speaker” and avoiding discussion. “There is no discussion because the government does not want discussion to happen,” she said, dismissing the explanation for the Prime Minister's absence from the Lok Sabha.
ANI reported earlier in the day, citing sources, that there was information suggesting some Congress members were planning to physically confront Prime Minister Narendra Modi in the Lok Sabha, with women MPs allegedly being used as a cover.
