No-Confidence Motion Against Speaker Om Birla Puts Lok Sabha’s Number Game In Focus
The Opposition’s no-confidence motion seeking the removal of Lok Sabha Speaker Om Birla is set to come up for discussion in Parliament, but the key question dominating the political debate is whether the Opposition has the numbers required to push the resolution through the House.
Reports indicate that while the motion reflects a sharp political confrontation between the ruling National Democratic Alliance (NDA) and opposition parties, the arithmetic in the Lok Sabha currently appears to favour the government side.
The Opposition submitted a notice to move a resolution seeking the removal of Speaker Om Birla, accusing him of acting in a partisan manner during proceedings of the Lok Sabha.
The notice, moved by opposition leaders including Congress MPs, reportedly carries the signatures of 118 Members of Parliament, indicating backing from several parties across the opposition spectrum.
The Opposition has alleged that the Speaker curtailed their opportunities to raise issues in the House and favoured the ruling side during heated debates in the Budget Session.
HOW THE MOTION WILL BE TAKEN UP
Parliamentary rules require a minimum procedural threshold before the resolution can even be discussed.
Once the motion is listed in the Lok Sabha, at least 50 MPs must stand in support of the notice when it is called by the Chair.
If this requirement is met, the resolution is admitted and taken up for debate in the House.
Following the debate, the House will vote on the motion.
For the Speaker to be removed, the resolution must be passed by a majority of all the members of the Lok Sabha, which effectively means crossing the halfway mark of the House’s total strength.
The Lok Sabha has a sanctioned strength of 543 members, meaning that at least 272 votes would be required for the resolution to succeed.
THE LOK SABHA NUMBER GAME
However, the arithmetic of the Lok Sabha suggests that the Opposition faces a significant challenge in securing the numbers required for the motion to pass.
The NDA currently commands around 293 members in the Lok Sabha.
In comparison, the Opposition bloc collectively accounts for around 238 MPs, even if parties vote together on the issue.
This means that the Opposition would still fall short of the majority required to remove the Speaker, unless a significant number of MPs from the ruling alliance or other parties break ranks during the vote.
Given this arithmetic, political observers cited by multiple reports say the motion is unlikely to succeed numerically.
POLITICAL MESSAGE BEHIND THE MOTION
Despite the numbers appearing stacked against the Opposition, the move is being viewed as politically significant.
According to news agency PTI, such resolutions are often used by opposition parties to formally challenge the authority and conduct of the presiding officer and to put their grievances on record in Parliament.
The Opposition has argued that the motion highlights what it describes as the Speaker’s alleged partisan conduct during the functioning of the House.
Government leaders, on the other hand, have rejected these allegations and defended Birla’s functioning as Speaker.
The debate on the motion is expected to trigger a heated political exchange in the Lok Sabha, with both sides likely to present their arguments over the conduct of parliamentary proceedings during the ongoing Budget Session.
While the Opposition is expected to use the discussion to highlight what it calls restrictions on its ability to raise issues, the ruling alliance is likely to emphasise that the Speaker has conducted proceedings in accordance with parliamentary rules.
