Prime Minister Narendra Modi on Friday (August 22, 2025) laid the foundation stone and inaugurated multiple development projects worth around ₹13,000 crore at Gaya in Bihar. Before inaugurating these projects, Prime Minister Modi also held a roadshow in the city. The Prime Minister was accompanied by Bihar Chief Minister Nitish Kumar, Deputy Chief Ministers Samrat Chaudhary and Vijay Sinha.

Congress, RJD against bill for jailing the corrupt: PM

While addressing a public meeting in poll-bound Bihar — his sixth this year — Prime Minister Narendra Modi on Friday (August 22, 2025) asserted that with the new bill introduced in Parliament, “now every corrupt person will go to jail, whether he is PM or CM”.

PM Modi in Gaya also declared that his government would send every “infiltrator” out of the country and that people of Bihar should also be aware of this while keeping an eye on “who is giving shelter to these infiltrators, protecting them and supporting them”.

Mr. Modi further reiterated the pledge that he had taken from the land of Bihar (Madhubani) soon after the Pahalgam terrorist attack. “I had said to leave these terrorists to the soil and I did that,” said PM Modi while the gathered crowd cheered loudly.

While referring to the corruption in the Congress and Rashtriya Janata Dal regime, Mr Modi said the “constitution expects honesty and transparency from every citizen of the country”.

“The NDA government is bringing in a new law under which even the Prime Minister of the country and chief ministers of the States would come under its purview and, if found guilty, would be removed from their position as well,” Mr. Modi said, giving an oblique reference to the bill introduced in Parliament recently to oust even PMs and CMs, saying the “bills are to bring morality back into politics”.

“We're moving forward with such a law, but the Congress, RJD and Opposition parties are against it, opposing it. Everyone knows why and what they're scared of,” he added.

“Now corrupt people will have to go to jail and lose their position as well, and this pledge of mine will be fulfilled,” asserted Prime Minister Narendra Modi.

Referring to infiltrators in some border districts of Bihar, Mr. Modi said, “Infiltration has been a cause of concern for Bihar as well. The demographic profile of many districts here has been changed, but we'll not let this happen,” declared PM Modi.

“We'll remove every infiltrator from this country, but you should also beware of this and take notice of who is giving shelter to the infiltrators, giving them protection and supporting them,” he added.

“We should keep Bihar out of the bad eyes of Congress and RJD... NDA is working hard for Bihar's development and growth,” Mr Modi alleged.

PM Modi inaugurated and unveiled as many as 14 projects related to electricity, energy, urban infrastructure, roads, health and tourism worth ₹12,992 crore.

He also unveiled the six-lane Aunta (Mokama)-Simaria (Begusarai) bridge over the river Ganga built at an estimated cost of ₹1,871 crore on National Highway-31.

Listing his government's work done for poor and underprivileged people, PM Modi also said that he had the biggest pledge that he would not take rest until “every poor person in the country would get pucca houses”.

“Till now, four crore pucca houses have already been distributed to poor people in the country. The PM Awas Yojana would continue until every poor person gets a pucca house,” he asserted.

Slamming the previous “corrupt” regime of RJD-Congress, PM Modi said that “at that time, people of Bihar were deprived of developmental things and growth”. “They (the RJD-Congress regime) did nothing for the State's growth,” he alleged.

“But Bihar's NDA government is giving a befitting reply to the Congress and RJD's hatred politics. Several big development projects are being inaugurated and unveiled every day here,” said PM Modi.

He also praised Chief Minister Nitish Kumar for his developmental vision.

“The NDA government led by visionary Chief Minister Nitish Kumar is taking all steps to stop migration and provide jobs to youths of Bihar,” he said. “During the previous Congress-RJD regime, no projects were being completed, but now when the NDA government has come to serve people, we ensure that we inaugurate the completed projects,” he added.

“My Seva Kaal (service period) is continuing regularly,” he asserted.

PM Modi, however, made no reference to the controversial SIR (Special Intensive Revision) of electoral rolls which is going on across Bihar and has allegedly created chaos and confusion amongst voters.

Earlier, Mr. Modi had visited different districts of poll-bound Bihar at Motihari, Siwan, Rohtas, Madhubani and Bhagalpur since January this year, and he is expected to come to the State to address public meetings several times in the coming month of September. This has been PM Modi's sixth visit to the State.

Bihar Chief Minister Nitish Kumar, the two Deputy Chief Ministers Samrat Choudhary and Vijay Kumar Sinha, Governor Arif Mohammed Khan, former CM and chief of Hindustani Awam Morcha (Secular) Jitan Ram Manjhi, and a host of Union cabinet ministers from Bihar and other leaders were also present on the occasion.

CM Nitish Kumar also slammed the previous RJD-Congress regime, alleging they were not doing good work.

“Pehle wale log theek kaam nahi karte the” (The previous people did not do good work), he said obliquely towards the previous RJD-Congress regime in the State. “Ever since we formed the NDA government on 24 November 2005, we have been working for development and growth of the State in every sphere. We worked a lot for women, employment for youths and Muslims.”

“You should remember all this work done by us,” urged Mr Kumar to the gathered audience.

However, the Opposition leaders said there was nothing “unusual” in the Prime Minister's regular visits to the election-bound State. “This is an election year in the state and every party leader has the right to come and address public meetings,” said JD(U) spokesperson and party leader Neeraj Kumar.

“Prime Minister Narendra Modi is always welcome to the State, but he should also speak on the chaos and confusion over the Special Intensive Revision (SIR) of electoral rolls in the State.” Opposition Leader in the State assembly Tejashwi Yadav had said earlier.
