GST Rate On Education: Stationery Items Exempted From Tax Including Notebooks, Pencils
During the 56th GST Council meeting, Union Finance Minister Nirmala Sitharaman announced significant rate reductions for various education and stationery items. Previously taxed at 12%, many of these items are now tax-free under the revised rates. The items exempted from tax include:
– Maps and hydrographic or similar charts of all kinds (atlases, wall maps, topographical plans, and globes)
– Pencil sharpeners
– Pencils (including propelling or sliding pencils)
– Crayons
– Pastels
– Drawing charcoal and tailor's chalk
– Erasers
– Exercise books
– Graph books
– Laboratory notebooks
– Notebooks
The GST Council has approved a new two-slab structure, eliminating the 12% and 28% brackets, easing rates on essentials, and imposing higher levies on select products.
“The GST exemption on essential education items such as maps, charts, globes, exercise books, notebooks, and stationery is a welcome reform. The tax on these items has been reduced from 12% to zero, and in the case of erasers from 5% to zero. This directly eases the financial burden on parents while also benefiting schools and curriculum providers like us. For families, even this reduction in recurring education expenses adds up significantly across years of schooling. For schools, it frees up resources that can be directed towards better curriculum, teacher training, and classroom infrastructure," said Akshal Agarwal, Co-founder, NatureNurture.
“The government's move to exempt GST on essential education and stationery items such as pencils, crayons, chalk, graph books, etc is a landmark step for Indian education. With over 30 crore students enrolled in schools across the country, even a 12% reduction in cost on these everyday essentials translates into savings for families annually. This policy not only eases the financial burden on parents but also reinforces the importance of investing in learning resources, making quality education more inclusive and accessible," said Rajeev Koul, Deputy COO, Global Schools Group.
All drugs and medicines have been assigned a concessional GST rate of 5%, except those specified at a nil rate. This 5% rate also applies to all medical devices, instruments, and apparatus used in medical, surgical, dental, and veterinary practices, except those specifically exempted.

Sitharaman announced that the Council had approved the Centre's proposal to streamline the indirect tax structure into a dual slab of 5% and 18%, with a special 40% slab reserved for sin and luxury goods.
The minister also mentioned that the newly approved two-tier tax rate system would greatly benefit the common man. The new rates will take effect from September 22, coinciding with the first day of Navaratri.
