Finance Minister Nirmala Sitharaman advocated for wider NPS coverage for informal and gig workers, stronger pension security for women, and early financial literacy. She emphasized fiscal sustainability and proposed "pension sakhis" to boost awareness. These reforms aim to strengthen retirement security and promote self-reliance, especially given India's projected aging population.
Finance minister Nirmala Sitharaman on Wednesday made a case for wider coverage of informal and gig workers through simpler onboarding, stronger pension security for women and early financial literacy in schools and colleges, underlining that this was the way forward for the National Pension System (NPS) and pension reforms.
Speaking at the NPS Diwas Conference on 'Inclusive Pensions, Innovative Solutions: Strengthening Retirement Security in India', she said the government's recent reforms will address both supply and demand-side gaps in the pension framework.
The minister also urged for fiscal sustainability by aligning contributions, adopting prudent asset allocations, and offering inflation-linked benefits so pension remains reliable across economic cycles. She also proposed training women as "pension sakhis" to spread awareness and encourage participation.
"The recent reforms that we have announced will help address the supply and demand side of the pension framework from the industry and also from the consumer standpoint," said Sitharaman.
The fiscal gains of a robust pension system are actually real, domestic savings deepen and capital can be used for the long term, said the minister. But the human gains are deeper, with also fewer families being pushed into distress by illness or loss of income in old age, she added.
The minister noted that the average annual return since inception under NPS for equity schemes has been over 13% and around 9% for both corporate debt schemes and government security schemes.
According to the United Nations Population Fund (UNPFA), India's population aged 60 and above is projected to account for 20.8% of the total population by 2050 compared to 10.5% in 2022.
Retirement planning leads to self-reliance, which embodies the essence of aatmanirbharta at the household level, said the finance minister, adding: "if you want aatmanirbhar Bharat, you need aatmanirbhar households".
Chief economic adviser V Anantha Nageswaran said the government has been working to boost savings by focusing on economic growth, employment and rising incomes.
Recent tax cuts and the declining inflation have increased disposable income, leading to more savings by households, he added.
"We have enormous responsibility towards the population at large and also to remind the importance of savings," said the CEA.
