Betting Big on Power: The Rise of India’s Most Controversial Political Donor—Lottery King Santiago Martin
In the complex and often opaque landscape of Indian political financing, one name has surged to the forefront, not from the traditional corridors of heavy industry or technology, but from the high-stakes world of paper slips and grand prizes. Santiago Martin, popularly known as India’s “Lottery King", has emerged as the most prolific political donor in the nation’s history.
Between 2019 and 2024, his company, Future Gaming and Hotel Services, poured a staggering Rs 1,368 crore ($165 million) into political coffers through the now-defunct electoral bonds scheme. This sum represents 40% more than the next-highest corporate donor, placing a man frequently entangled in legal battles at the very heart of India’s democratic machinery.
Santiago Martin’s journey is a classic, if controversial, “rags-to-riches" story. Beginning as a simple trader at the age of 13, the Coimbatore-based entrepreneur eventually founded the Martin Group of Companies in 1991. He built a vast marketing network that capitalised on the immense popularity of lotteries in southern and eastern India. Today, his empire spans various sectors, including real estate, textiles, and hospitality, but the lottery business remains the undisputed engine of his wealth.
Despite his business success, Martin’s career has been shadowed by persistent allegations of fraud and money laundering. As of early 2026, the Enforcement Directorate (ED) continues to investigate a massive web of over 350 shell companies allegedly used to divert lottery funds and acquire properties across Chennai, Coimbatore, Dubai, and London. Investigators claim his network facilitated money laundering for numerous “Politically Exposed Persons", a charge his legal team vigorously contests as politically motivated.
The disclosure of the electoral bonds data, mandated by the Supreme Court of India, revealed that Future Gaming was the single largest purchaser of these anonymous instruments. The timing of these donations has raised significant questions; many of the largest tranches were purchased shortly after the company faced raids or asset attachments by central agencies.
The distribution of Martin’s Rs 1,368 crore donation was notably diverse, cutting across ideological lines. The All India Trinamool Congress (AITC) received the largest share at approximately Rs 542 crore, followed closely by the DMK at Rs 503 crore. The YSR Congress Party (Rs 154 crore) and the BJP (Rs 100 crore) were also significant beneficiaries. This “multi-party" approach suggests a strategic effort to maintain influence and ensure administrative stability across various state governments where his lottery operations are most active.
As India navigates the fallout from the scrapped electoral bond system, the profile of Santiago Martin serves as a lightning rod for the debate over transparency. While the bonds were anonymous at the time of purchase, the retrospective data has provided a rare window into the “quid pro quo" culture that critics allege defines Indian political funding.
The ongoing legal battles, including a December 2025 Supreme Court stay on the ED’s access to Martin’s seized electronic devices, indicate that the saga is far from over. Observers say that for the 9.44 lakh voters in Puducherry and millions more across India, the story of the “Lottery King" is a reminder that in the gamble of high-stakes politics, the house—and those who fund it—always holds the most powerful hand.
