A former New York City financier, Howard Rubin, 70, who once managed money for billionaire George Soros, has been arrested on serious sex trafficking charges. According to the reports, Rubin allegedly ran a years-long operation targeting women, which included former Playboy models, to engage in “commercial sexual acts." Much of the alleged activity took place in a Manhattan penthouse that prosecutors say was converted into a “sex dungeon."
According to a report in NBC News, Rubin's former personal assistant, Jennifer Powers, 45, was also charged in the federal indictment. Prosecutors allege that the pair recruited women over a decade, from 2009 to 2019, “to engage in commercial sex acts with him involving bondage, discipline, dominance, submission and sadomasochism," known as BDSM.
‘Sound Proof Sex Dungeon'
As per the report citing the indictment, Rubin and Powers spent at least $1 million running and maintaining the trafficking operation. Between 2009 and 2011, the alleged encounters mostly occurred in New York.
According to NBC News, Powers allegedly helped facilitate the encounters between 2011 and 2019. She is accused of recruiting women, arranging their travel and accommodations to New York and handling nondisclosure agreements. The indictment also states that she purchased BDSM “toys and instruments" and paid the women using Rubin's money.
In 2011, Rubin leased an $18,000-a-month penthouse at Metropolitan Tower Condominium near Central Park, which authorities say he turned into a fully equipped “sex dungeon."
The indictment describes the penthouse as soundproofed and outfitted for extreme sexual encounters.
The lockable room was painted red with white carpet and included various sadism and bondage devices and equipment, according to authorities, as cited by the New York Post. Devices reportedly included an X-shaped “St. Andrews cross," a bed with restraints, ropes, chains, metal hooks, full-face masks with zippers and even a cattle prod.
The report mentioned that women would be “tortured with savage beatings, rape and even electrocutions."
Court documents include an email from Powers detailing the setup: “I've put chains on the four points of your cross and four points of the Dungeon bed. At the end of each chain is a cuff. … I've done this bc it will be VERY easy to just throw someone on the cross or on the bed and just strap them into the ‘pre-made' chains and cuffs."
Experiences Of Alleged Victims
One victim required surgery after her breast implant was “flipped upside down" during an alleged encounter, NBC News reported. Others reportedly suffered bruising and pain lasting for weeks. Powers allegedly told victims to ice injuries or use creams and dismissed Rubin's behaviour by telling the victims that “he was too drunk" or by blaming them for letting him get drunk. Alcohol and drugs, including sedatives, were reportedly encouraged during the acts.
According to the indictment, Rubin and Powers reportedly recruited some women through social media, modelling pages and “high-end prostitution networks." The charges state that they misrepresented “the extent, manner and/or degree to which Rubin would engage in physical and sexual violence."
Prosecutors allege that Rubin often ignored the “safe word" that he himself provided. In some cases, victims were unable to object because they were bound, gagged or unconscious. After encounters, Rubin would reportedly describe the acts to Powers so she could manage the aftermath with the women.
At one point, Rubin allegedly stated while hitting a victim, “she is the baby, and Howie is the daddy. The daddy has to beat his baby."
Legal Proceedings And Charges
Rubin is being held without bail, whereas Powers remains free after posting an $850,000 bond. If convicted, Rubin and Powers face a mandatory minimum of 15 years in prison, with the possibility of life sentences.
