Women's Recruitment In CAPFs Set To Rise From 3,239 To 5,171: Home Ministry To Rajya Sabha
The Ministry of Home Affairs (MHA) has told the Rajya Sabha that the government is accelerating efforts to increase women's participation in the Central Armed Police Forces (CAPFs), reporting that 3,239 women were recruited in CRPF, BSF, ITBP, and SSB during FY 2024-25, with a significantly higher collective target of 5,171 recruitments for FY 2025-26. Responding to an unstarred question, Minister of State for Home Affairs Nityanand Rai reiterated that the government had already established reservation norms in 2016—33% of constable-level posts for women in CRPF and 14-15% in BSF, SSB, and ITBP—forming the basis of the ongoing expansion of women's roles in paramilitary forces.
According to recruitment data placed before the House, BSF recorded the highest number of women inducted in FY 2024-25 at 1,680, followed by ITBP with 1,093, CRPF with 294, and SSB with 172. Targets for FY 2025-26 show substantial planned increases for CRPF (from 294 to 1,192) and BSF (from 1,680 to 2,513), while ITBP aims to recruit 1,375 women and SSB 91. Overall, this reflects an approximate 60% year-on-year rise in intended recruitment, signalling a strong policy push toward higher women's representation.
The MHA also emphasised that multiple safeguards and structural changes are being implemented to ensure safe and gender-sensitive working environments for women personnel. These include separate accommodation and barracks, rest-cum-changing rooms, dedicated toilets, crèches and day-care facilities for children, and access to women-centric medical support. Additionally, Women Help Desks and confidential grievance mechanisms have been established to address concerns related to sexual harassment. Operational protocols have been updated to ensure women are deployed in section strength or buddy pairs, and flexible duty timings are being adopted wherever feasible. The ministry stated that regular gender-sensitisation workshops are being conducted to build a supportive ecosystem for women serving in CAPFs.
