Women’s commission to seek ban on parole for those convicted of rape
National Commission for Women Chairperson Vijaya Rahatkar on Friday said that the panel will recommend to the Union government a complete ban on parole for those convicted in cases of rape, aggravated sexual assault and other serious offences against women and children, PTI reported.
Rahatkar said that the commission would also recommend comprehensive systemic reforms to strengthen the justice delivery mechanism in cases involving such crimes. “The protection, dignity, and security of women and children must remain paramount,” the news agency quoted her as saying.
The move comes in the wake of the recent rape and murder of a four-year-old girl in Nasrapur in Maharashtra’s Pune district. The National Commission for Women cited the crime as a trigger for urgent systemic reform.
The commission had taken suo motu cognisance of the case on May 3.
Rahatkar said that the recommendations to be submitted to the Union government would include setting up special fast-track trial courts for the swift disposal of such cases, and improving coordination during investigations and trials through dedicated legal and subject experts, the Deccan Herald reported.
It would also include a time-bound mechanism for examination of evidence, recording of witness statements and the completion of investigations.
The commission recommended that state police authorities continuously surveil repeat offenders and take preventive measures, including obtaining bonds for good conduct wherever permissible under law, PTI reported.
Local police stations should regularly monitor such persons and submit periodic reports to senior authorities, it added.
