The President said that in light of China's “unprecedented” move, the United States would act independently of other countries that were also affected.

“Starting November 1, 2025 (or sooner, depending on any further actions or changes taken by China), the United States of America will impose a tariff of 100% on China, over and above any tariff that they are currently paying,” he said, adding that export controls will be placed on “any and all critical software” on the same date.

“It is impossible to believe that China would have taken such an action, but they have, and the rest is history,” Trump concluded.

Trade war escalates as Beijing expands export curbs

The announcement comes as tensions between Washington and Beijing continue to intensify over technology and trade policy.

China recently expanded its restrictions on rare earth exports, adding five new elements — holmium, erbium, thulium, europium, and ytterbium — to its controlled list. This brings the total number of restricted rare earths to 12 out of 17 types, a move that tightens China's hold on critical minerals essential to industries ranging from smartphones and electric vehicles to fighter jets and missile systems.

Beijing's new measures also extend export controls to production technologies and overseas applications, including those used in the semiconductor and defense sectors. The Chinese Commerce Ministry stated that the decision was intended to “safeguard national security and interests” and prevent the materials from being used “directly or indirectly in military and other sensitive fields.”

In addition, China imposed new restrictions on lithium batteries and graphite anode materials, key components in electric vehicles, according to reports from CNN.

The curbs will take effect between November and December this year, signaling Beijing's determination to strengthen its bargaining position in ongoing trade discussions with the United States.

US–China face new strain ahead of APEC Summit

Earlier on Friday, Trump told reporters there was “no reason to meet” with Chinese President Xi Jinping following Beijing's latest export control announcement, which he described as “very hostile.”

He warned that the United States was ready to respond with “strong countermeasures,” including a “massive increase of tariffs” on Chinese imports. However, he later clarified that the much anticipated meeting has yet not been cancelled.

The timing of these developments is especially significant, as both leaders are expected to attend the Asia-Pacific Economic Cooperation (APEC) Summit in South Korea later this month.

CNN noted that Beijing's latest move mirrors Washington's own export controls on advanced semiconductors and related technologies, underscoring the increasingly symmetrical nature of the trade confrontation between the two world powers.

As both governments harden their positions, the coming months could see further disruptions in global supply chains, particularly in industries dependent on critical minerals, electronics, and high-tech manufacturing.
