Lok Sabha disrupted as Opposition seeks debate on Bihar SIR
Parliament did not function on Monday (August 4, 2025) with Opposition parties disrupting the Lok Sabha over demands for a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar. The Rajya Sabha was adjourned as a mark of respect for member Shibu Soren, who passed away.
When the House convened in the morning, Lok Sabha Speaker Om Birla began proceedings with the Question Hour. However, the Opposition members disrupted and began protesting.

Mr. Birla reminded them that ever since the Monsoon session had begun, the House could not pass any Bill due to repeated disruptions. He said if the members had any issue, they could meet him for a discussion but allow the Question Hour to proceed as many important issues are raised during the time to which the government replies.
“I will give each of you enough time to raise your issues like I did in the past, but please allow the House to run,” he said, adjourning the House till 2 p.m.
Shortly after the adjournment, around 11.30 a.m., the Speaker met Opposition floor leaders in a bid to break the deadlock. However, the talks did not yield any result as the latter remained firm on a discussion on electoral reforms while making a concession that they will not insist on naming the debate after the SIR of electoral rolls.
The Opposition floor leaders, including Leader of Opposition Rahul Gandhi, had last week written to the Speaker seeking a debate on the SIR.
When the House reassembled at 2 p.m., Opposition MPs, including those from the Congress, were again on their feet, raising slogans and holding placards demanding a discussion on the SIR.
Bharatiya Janata Party MP Jagdambika Pal, who was in the chair, said two key sports Bills were listed for discussion and justice would not be done to sportspersons if the Bills were not debated and passed. Parliamentary Affairs Minister Kiren Rijiju and Sports Minister Mansukh Mandaviya also made similar appeals. Mr. Pal then adjourned the House for the day.
In the Rajya Sabha, proceedings were adjourned as a mark of respect following the death of sitting member Shibu Soren. Deputy Chairman Harivansh read out an obituary.
