Security curbs in Leh, Kargil; over 50 detained; judicial investigation sought

Ladakh remains tense following violent protests that resulted in four civilian deaths, leading to curfews in Leh and prohibitory orders in Kargil. The unrest stemmed from demands for statehood, Sixth Schedule implementation, and increased political representation.
Srinagar: Uneasy calm prevailed in Ladakh on Thursday as the administration imposed curfew in Leh and prohibitory orders in Kargil and surrounding areas of both districts. Over 50 people were detained for their alleged participation in the violent protests on Wednesday.
The administration handed over the bodies of the four civilians killed during the protest to their families in Leh, after completing the medico-legal formalities. The deceased were identified as Tsewang Tharchin (46) of Skurbuchan, a retired soldier of 3 Ladakh Scouts Regiment, Stanzin Namgyal (24) of Igoo, Jigmet Dorjay (25) of Kharnakling, and Rinchen Dadul (21) of Hanu. The administration said all schools, educational institutions and colleges would remain closed till September 27.
Strict prohibitory orders are in place in other major towns as well, including Kargil, where a shutdown was called by the Kargil Democratic Alliance (KDA) in support of climate activist Sonam Wangchuk, who was leading a hunger strike. "The situation was under control today and no significant protests were reported from anywhere in the region," an official said.
Four people were killed and at least 80 injured in the day-long clashes on Wednesday when a protest march turned violent and protestors set the BJP office, Ladakh Autonomous Hill Development Council assembly and several police vehicles on fire during the shutdown called by the student bodies.
Both Apex Body Leh (ABL) and KDA have reiterated their commitment to continue their peaceful struggle for statehood, implementation of the Sixth Schedule, a separate Public Service Commission and two Lok Sabha seats for Ladakh. "Nobody from Delhi came to meet us today. The situation was tense but peaceful today. We have not given any call for tomorrow," Chering Dorjay Lakruk of ABL told ET. The Ministry of Home Affairs has informed the leaders in Ladakh that the next round of preparatory meetings is scheduled for September 27 in New Delhi. The protestors were unhappy over the GoI's decision to hold the talks on October 6, terming it a 'dilly dallying tactic' by the BJP government in New Delhi.
"We urge GoI to respect the democratic aspirations of the people of Ladakh, immediately engage the leadership and act with wisdom and sensitivity, in the interest of the region and mutual dignity. Put an end to the witch-hunting of Apex youth leaders or any individual in Ladakh without any just cause," read a statement issued by KDA here. They demanded a judicial inquiry into the violent protests of September 24 in Ladakh.
The protests took place on the 15th day of the ongoing protest fast led by activist Sonam Wangchuk. Some student bodies had called for a strike in Leh on Wednesday, following two elderly protesters falling critically ill on Tuesday evening, who were on a fast since September 10. Sensing the intensity of the situation, Wangchuk called off the protest fast on Wednesday even as the MHA blamed him for "provoking the youth with inflammatory slogans and speeches", triggering mob violence.
Reacting to the MHA's statement, Wangchuk said he is prepared to be arrested under the stringent Public Safety Act (PSA).
"I see they are building a case to bring me under the Public Safety Act and throw me in jail for two years," Wangchuk told reporters over phone. "I am ready for that, but Sonam Wangchuk in jail may cause them more problems than free Sonam Wangchuk. To say it (the violence) was instigated by me, or sometimes by Congress, is to find a scapegoat, rather than addressing the core of the problem, and this will lead us nowhere," Wangchuk was quoted as saying. He had earlier stated that he didn't support violence but youngsters of Ladakh have been pushed to the wall over the past five years.
Lieutenant Governor of Ladakh Kavinder Gupta chaired a security review meeting in Leh to assess the situation. The LG claimed that the events unfolding in Ladakh were "heart wrenching" and were not spontaneous but a result of a conspiracy. "We will not spare those who have spoiled the atmosphere here. Curfew has been imposed as a precautionary measure to prevent more casualties," Gupta said.
