Second Phase Of SIR To Be Held In 12 States, Voter Lists To Freeze Tonight: CEC
Chief Election Commissioner (CEC) Gyanesh Kumar on Monday said that electoral rolls in states where the second phase of Special Intensive Revision (SIR) is being conducted will be frozen tonight.
Chief Election Commissioner (CEC) Gyanesh Kumar on Monday announced that the second phase of the Special Intensive Revision (SIR) will be conducted across 12 States and Union Territories, with the voter lists for these regions set to be frozen at midnight. He said that voters will subsequently be issued unique enumeration forms containing all necessary details.
Addressing a press conference, CEC Kumar informed that the SIR will begin tomorrow in Andaman and Nicobar Islands, Goa, Puducherry, Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Rajasthan, West Bengal, Tamil Nadu, and Lakshadweep. He also outlined the detailed timeline for the second phase of the exercise.
Chief Election Commissioner Kumar added that the schedule for the revision of electoral rolls in Assam will be announced separately.

As per the schedule, printing and training will take place from October 28 to November 3, 2025, followed by house-to-house enumeration from November 4 to December 4, 2025. The draft voter lists will be released on December 9, 2025, and the claims and objections period will run until January 8, 2026. The hearing and verification phase will continue until January 31, 2026, and the final electoral rolls will be published on February 7, 2026.
CEC Gyanesh Kumar said that the main aim of SIR is to ensure that no eligible voter is left out and no ineligible voter is included in the electoral rolls.
The Special Intensive Revision (SIR) is a major exercise to prepare fresh voter lists, where every voter must fill out a new form. Unlike the regular Special Summary Revision (SSR), which only updates existing entries, SIR involves a complete recheck of all voter details.
The drive also aims to identify and remove ineligible foreign nationals by verifying voters' place of birth, especially amid actions against undocumented migrants from Bangladesh and Myanmar.
