Rekha Gupta govt’s big decision: Delhi approves EV Policy 2.0; EV-only autos from Jan 2027, electric 2-wheelers from April 2028
The Delhi Cabinet has approved EV Policy 2.0, introducing EV-only registration for autorickshaws from January 2027 and two-wheelers from April 2028. The policy also offers incentives of up to Rs 1 lakh, expands charging infrastructure and aims to accelerate the shift to zero-emission mobility.

Delhi EV Policy 2.0: The Delhi Cabinet on Monday approved the new Electric Vehicle (EV) Policy 2.0, paving the way for a phased transition to cleaner and zero-emission mobility in the national capital. The policy, which has been sent to Lieutenant Governor (LG) V.K. Saxena for approval, is expected to come into effect from July 1, 2026, and will remain in force till March 31, 2030.
The policy introduces major changes to vehicle registrations in Delhi. From January 1, 2027, only electric autorickshaws will be eligible for new registrations, while only electric two-wheelers will be registered from April 1, 2028. To encourage EV adoption, the government has also announced incentives of up to Rs 1 lakh for eligible buyers, along with a scrapping incentive for older vehicles.
Chief Minister Rekha Gupta said the policy aims to reduce vehicular pollution, strengthen Delhi’s EV ecosystem and accelerate the transition from conventional fuel-powered vehicles to electric mobility.

The policy will be implemented in phases over the next four years with an allocation of Rs 7,000 crore. The Delhi government has also earmarked an additional Rs 8,000 crore for EV infrastructure and tax concessions, taking the total planned investment under the policy to around Rs 15,000 crore.

The government has announced financial incentives across multiple vehicle categories to encourage faster EV adoption.

Eligible electric trucks will receive a purchase incentive of up to Rs 1 lakh during the first year. Electric N2 category trucks will also be exempt from entry fees.
Pure electric four-wheelers with an ex-showroom price of up to Rs 30 lakh will be eligible for a Rs 1 lakh purchase incentive. These vehicles will also receive 100 per cent exemption from road tax and registration charges under the new policy.
The government has also announced a Rs 1 lakh scrapping incentive for eligible BS-IV four-wheelers that are scrapped and replaced with electric vehicles. The move aims to reduce vehicular emissions by encouraging owners of older, more polluting vehicles to switch to cleaner alternatives.
To support the growing number of electric vehicles, the Delhi government has set a target of installing 32,000 EV charging points across the city and has already identified land for charging infrastructure. The policy also proposes expanding vehicle scrapping facilities and other supporting infrastructure to accelerate EV adoption across the capital.

The final version of EV Policy 2.0 does not provide any incentives for hybrid vehicles. All proposed benefits for hybrid models have been removed, with financial incentives restricted to pure electric vehicles as part of the government’s zero-emission mobility strategy.
Subject to the Lieutenant Governor’s approval, the policy is expected to be implemented from July 1, 2026.
Only electric autorickshaws will be eligible for new registrations from January 1, 2027.
Only electric two-wheelers will be eligible for new registrations from April 1, 2028.
Eligible buyers can receive incentives of up to Rs 1 lakh, depending on the vehicle category.
Once approved by the Lieutenant Governor, EV Policy 2.0 is expected to come into force from July 1. The Delhi government expects the policy to accelerate EV adoption, reduce vehicular pollution, expand charging infrastructure and strengthen Delhi’s clean mobility ecosystem by 2030.
