Reimagining higher education in India: NCrF, AI, and real-world learning Premium
Today, a laptop at home can access vast amounts of data and information in a split second – which means the conventional notion of a university as a producer and custodian of knowledge is threatened with erosion. How well a student can make sense of a deluge of information, question or analyse the information, apply judgment, and use it to make decisions or generate ideas, are all the more important than how much they remember or recall from a class assignment or test. Therefore, in a world where mass recall is automated, the test of higher education in India is whether it can produce citizens who are able to reason, discern, and create meaning.
Thankfully, India has the institutional framework necessary to accomplish this. The National Credit Framework (NCrF), which was announced in 2023, the Academic Bank of Credits (ABC) under DigiLocker, the draft National Higher Education Qualification Framework (NHEQF), and the University Grants Commission's (UGC) rules regarding online, blended, and apprenticeship-embedded learning are just a few of the ambitious reforms that the Indian government has implemented over the last five years. At the same time, the Sector Skill Councils (SSCs) have attempted to align National Skills Qualifications Framework (NSQF) qualifications with occupational standards.
However, a house cannot be built with scaffolding alone. Universities now have to start over by rethinking student engagement, technology use, curriculum, pedagogy, and assessment. Together, these five changes—all of which have already been approved by notification or policy—have the potential to completely change the higher education landscape over the next 25 years.
“For the purpose of credit calculations under the National Credit Framework (NCrF), 30 notional learning hours will be counted as one Credit,” states the NCrF Gazette Notification in an unambiguous manner. (NIELIT, 2023). If evaluated, this straightforward metric enables colleges to treat fieldwork, portfolios, reflective journals, and oral defenses with the same rigor as lectures in the classroom. Whether learned in labs, studios, apprenticeships, or classrooms, a full academic year is equivalent to 1,200 hours or 40 credits.
The goal of moving away from invigilated exams is to raise standards, not to lower them. The assessment captures judgment, integrity, and reasoning—qualities that the AI era requires—when students are required to defend a project orally, disclose her use of AI tools, and record the verification process.
The way the NCrF envisions pathways is just as radical. It offers several ways to enter and exit, allows credits to be earned and transferred through the Academic Bank of Credits, and uses Recognition of Prior Learning (RPL) to formally acknowledge skills learned outside of the classroom (Source: MoE, 2022).
As a result, degrees can be constructed like lattices in this architecture. A learner can obtain a financial data analytics micro-credential, map it to the Qualification Pack of the BFSI Sector Skill Council, and have it recorded in ABC as NCrF credits. Academic and occupational dual recognition is made possible. The ability to formally credit workplace learning toward degrees or diplomas is a game-changer for working professionals.
The significance of credit frameworks depends on the calibre of learning they document. A science of teaching improvement is needed for this. Learning Engineering Cells, which are cross-functional units where faculty, data scientists, and instructional designers analyse student learning, conduct controlled experiments, and publish findings, must be established by universities.
Institutions are already required to maintain internal quality assurance procedures under the UGC's ODL and Online Regulations 2020. These can be utilized to guarantee that analytics is applied for educational enhancement rather than monitoring. Universities must show—not just assert—that innovative methods are producing quantifiable improvements in student outcomes as AI transforms education. This is an urgent task.
Today's students are surrounded by artificial intelligence; it is not an external challenge. However, very few organizations have thorough guidelines for using it in an ethical and efficient manner. Faculty micro-credentials in AI-aligned pedagogy, mandatory AI Literacy courses credited under NCrF, and a Senate-approved AI Use Policy are now essentials rather than extras.
To ensure that graduates are both academically certified and recognized by the industry, AI-infused curricula in professional domains should be co-mapped with SSC standards, such as the IT-ITeS or BFSI councils. India runs the risk of producing graduates who can activate a chatbot but are unable to defend their choices in public or in the workplace if such policy-backed integration is not implemented.
The NCrF Gazette goes beyond what most observers realize because it specifically acknowledges community service, extracurricular activities, apprenticeships, and work-based training as valid ways to earn credits (NIELIT, 2023). This is a call to action for colleges to incorporate civic engagement, belonging, and well-being into their curricula—not as “extras,” but as elements that earn credit.
This reasoning is further supported by the UGC's recent advocacy for Apprenticeship-Embedded Degree Programs (AEDP). Pilot programs in the BFSI, IT-ITeS, hospitality, and logistics sectors have started to recognize on-the-job hours as academic credit. UGC, 2020. The long-standing divide between academia and the workplace can be bridged with the help of this model.
But respecting boundaries is just as crucial. According to the National Commission for Allied and Healthcare Professions Act, 2021, the UGC ordered in 2024 that programs in healthcare and related fields (such as psychology, microbiology, biotechnology, and clinical nutrition) could not be offered online or through ODL starting in the July–August 2025 academic year (Indian Express, 2024). These limitations serve as a reminder that, despite the flexibility of the digital age, quality and safety are still of utmost importance.
The tools for change are already present in India's higher education system. SSCs guarantee employability and industry relevance; the UGC's regulations offer delivery blueprints; and the NCrF and ABC can make mobility a reality. However, execution is slow. Instead of using these frameworks as tools for innovation, far too many universities still view them as compliance documents.
Here's a simple template for every Board of Studies of Universities. Each program must:
Map learning outcomes to National Higher Education Qualification Framework (NHEQF) level descriptors.
Define modular micro-credentials with assigned NCrF credits.
Provide for Recognition of Prior Learning (RPL) with assessment rubrics.
Integrate Sector Skill Council (SSC) standards (QP/NOS codes) wherever relevant, enabling dual recognition.
Maintain a record of compliance with UGC restrictions wherever required
Document the use of learning analytics for teaching improvement in internal quality assurance cell reports.
Important: include AI-use policy and AI literacy modules in all programs.
Vice-chancellors and Boards of Studies have a clear task ahead of them. Adopt the NCrF formally. Courses should be redesigned for real assessments. Combine SSC standards with micro-credentials. Create educational engineering units. Implement literacy initiatives and institutional AI policies. Pilot degrees that are integrated into apprenticeships. Give civic involvement and well-being credit. Above all, make sure that credits represent real, meaningful learning rather than just empty numbers.
The university cannot be a repository of knowledge in a century where artificial intelligence is pervasive. It needs to turn into a testing ground for judgment. The policy framework is in place in India; institutional bravery is now required.
