Rabies To Be Declared A Notifiable Disease In Delhi: What You Need To Know
Rabies is a viral zoonotic disease caused by lyssaviruses and is transmitted from animals to humans. It leads to a progressive and almost invariably fatal inflammation of the brain and spinal cord. Dr. Pankaj Soni, Principal Director – Internal Medicine, Fortis Escorts, Okhla, New Delhirabies says, “Rabies continues to be one of the deadliest yet most preventable infectious diseases."
“The virus is transmitted through the saliva of an infected animal, usually via bites, scratches, or when saliva comes into contact with mucous membranes such as the eyes or mouth, or broken skin," explains Dr Soni. Globally, nearly 99% of human rabies cases are caused by bites from infected dogs, making dog-mediated transmission the primary public health concern.
Incubation Period and Symptoms
The incubation period of rabies is typically one to three months, but it can vary widely from as little as one week to as long as a year.
“Early symptoms are often non-specific and may include fever, headache, and unusual tingling, itching, or pain at the site of the bite," says Dr Soni. As the disease progresses, severe neurological symptoms develop, including anxiety, confusion, agitation, difficulty swallowing, excessive salivation, fear of water (hydrophobia), hallucinations, paralysis, coma and ultimately, death.
Why Rabies Is Almost Always Fatal
Once clinical symptoms appear, rabies is virtually 100% fatal, even with intensive medical care. “At this stage, treatment is largely supportive and focused on comfort, as there is no effective cure once symptoms begin," emphasises Dr Soni. This is why early wound care and timely post-exposure vaccination are absolutely critical.
Rabies Declared a Notifiable Disease in Delhi
Rabies has recently been declared a notifiable disease in Delhi under the Epidemic Diseases Act. This means that all suspected and confirmed cases must be mandatorily reported to public health authorities.
“A notifiable disease is one that healthcare providers are legally required to report so that surveillance, rapid response, and prevention measures can be implemented," explains Dr Soni. This legal step enables authorities to track cases in real time, identify high-risk areas, and organise timely treatment and vaccination campaigns to reduce deaths.
Who Must Report Cases?
The notification requirement applies to:
All government and private hospitals
Medical colleges
Individual medical practitioners
Healthcare providers in the National Capital Territory are legally obligated to inform designated health authorities if they encounter a suspected, probable, or confirmed case of human rabies.
“Failure to report cases can be treated as a violation of directions issued under the Epidemic Diseases Act," warns Dr Soni.
Why This Move Matters
Mandatory reporting allows health officials to monitor rabies cases in real time, coordinate faster post-exposure treatment, and initiate targeted public health measures such as dog vaccination drives and community awareness programmes.
“The Delhi government's goal is to move towards zero human deaths from dog-mediated rabies," notes Dr Soni. “Strengthening surveillance and ensuring timely treatment are essential steps in achieving this."
