Prime Minister Narendra Modi's visit to Malaysia will highlight India's 'Mahasagar' vision and Indo-Pacific strategy. New Delhi: Prime Minister Narendra Modi's upcoming visit to Malaysia will be guided by India's ‘Mahasagar' vision and its broader Indo-Pacific approach, with a focus on implementing recent initiatives and expanding cooperation into new strategic and economic areas, India's High Commissioner to Malaysia BN Reddy said.
Speaking ahead of the visit, Reddy described it as “historic in many ways”, noting that it will be the first prime ministerial visit since India and Malaysia elevated bilateral relations to a Comprehensive Strategic Partnership in August 2024, following Malaysian Prime Minister Anwar Ibrahim's visit to India.“We have this vision of ‘Mahasagar', as well as the larger Indo-Pacific vision of India,” Reddy said, adding that the visit would focus on implementing review recommendations and initiatives launched in 2024, while also adding new dimensions to the partnership.
According to the High Commissioner, a key outcome of the enhanced partnership has been the initiation of a security dialogue between India and Malaysia for the first time.
“We previously signed a memorandum of understanding on digital technologies, which led to the establishment of the Malaysia–India Digital Council,” Reddy said, underscoring the growing convergence in digital and technology-driven sectors.
On the investment front, Reddy said collaborations are emerging across renewable energy, semiconductors and the startup ecosystem, and these areas will feature prominently in discussions during the visit.
The visit will also place strong emphasis on business engagement. The 10th India–Malaysia CEOs' Forum will be held on the sidelines, with close to 20 Indian CEOs expected to participate.
The Commissioner said that soon after arrival, the Prime Minister will address an event of the Indian community, which will also be attended by Malaysian Prime Minister Anwar Ibrahim. The next day will see official-level engagements beginning with a ceremonial welcome at the Perdana Putra, followed by bilateral talks, exchange of MoUs and joint statements by the two Prime Ministers.
Reddy added that the co-chairs of the India-Malaysia CEOs' Forum will present their report to both leaders, after which the Prime Minister will interact with leaders of the PIO community and hold close meetings with about four Malaysian CEOs.
On the role of the Indian diaspora in strengthening India-Malaysia ties, Reddy said the Indian community in Malaysia has a very special place in the relationship and represents a rich and diverse “mini India” contributing to the shared heritage of the two countries.
He said the Overseas Citizenship of India (OCI) card is being extended from the fourth to the sixth generation, with announcements and formalisation expected to follow. Reddy also noted that the Thiruvalluvar Chair of Indian Studies has been established and said further announcements could be expected on this front.
On the present state of India-Malaysia relations, Reddy said the elevation of bilateral ties to a Comprehensive Strategic Partnership reflects the conviction that the relationship can grow multi-fold across diverse areas. He said new dimensions will be added during the visit, while cooperation in existing areas will be strengthened.
Reddy added that Malaysia's role in India's regional engagement and the broader Indo-Pacific context will be reiterated, and that new initiatives are expected to flow from the discussions.
