Parliament Winter session Day 2 Highlights: Manipur GST Bill, 2025, returned to Lok Sabha; both Houses face disruptions over Oppn demand for SIR discussion

The Upper House was adjourned for the day by Chairman C.P. Radhakrishnan, to reconvene at 11 a.m. on Wednesday.

Several special mentions were raised by BJP MPs for the House to consider, including:

Rajya Sabha returns Manipur Goods and Services Tax (Second Amendment) Bill, 2025 to Lok Sabha.

The Manipur Goods and Services Tax (Second Amendment) Bill, 2025, was passed by the Lok Sabha on Monday after a brief discussion and a statement by Finance Minister Nirmala Sitharaman.

Standoff between the government and the opposition over the demand for a debate on special intensive revision (SIR) of electoral rolls continued on Tuesday (December 2, 2025), with ​Parliamentary Affairs Minister Kiren Rijiju​ refusing to give a timeline for the debate, even though he said the government was ready to have a discussion.

“As Manipur was under the President Rule, Assembly was suspended and Manipur GST Act 2017 could not be amended, so it was amended through an ordinance. So this bill will replace the ordinance,” says Nirmala Sitharaman.

She then hits out at Opposition for not being there in the House when Manipur GST bill is being passed. “They shed crocodile tears last year” for the crisis in the State but for a critical bill, they are not present, she adds.

BJP MP Maharaja Sanajaoba Leishemba, who hails from Manipur, thanks Prime Minister Narendra Modi for the amendment bill. He says that it ensures seamless continuity of tax administration in Manipur, aligning state laws with the Central GST Act and avoiding repugnancy with the central law. The Modi government is ensuring uninterrupted revenue collection and enforcement, keeping the administrative machinery steady when the State needs it most, he says. The stability directly enhances border force building effort, he adds.

Nominated members Harsh Vardhan Shringla rises to support the Manipur GST amendment bill. He says that a clearer and more predictable GST system would boost investment, improve tax revenue, and support the state's efforts towards economic recovery and growth. This additional revenue will help development without placing additional burden on citizens, he says, pointing how it would aid a State slowly returning to normal.

Opposition members protest as Pankaj Chowdhury, Minister of State for Finance, moves that the Bill be taken up for discussion.

Parliamentary Affairs Minister Kiren Rijiju says that the government is ready to discuss the issue of special intensive revision of electoral rolls and electoral reforms, but don't insist that it be held within a certain timeline. He highlights that in the first business advisory meeting the government proposed a discussion on 150 years of Vande Mataram. He says that time has been allotted to items on the list of business and that this discussion will also take place, but it would not be appropriate to hold this discussion before the Vande Mataram discussion.

Opposition members, including Leader of Opposition Mallikarjun Kharge, TMC MP Derek O' Brien, DMK MP Tiruchi Siva and Dr. John Brittas, stressed that it was important to discuss this issue, especially since people were dying due to SIR. Mr. Siva and Dr. Brittas both asked that the discussion be held tomorrow, with Mr. Siva also saying that the Minister was going back to square one.

BJP MP Dilip Saikia chairs the session as the Lower House takes up matters listed by members under Rule 377. Opposition MPs continue sloganeering demanding discussion on Special Intensive Revision (SIR). While Mr. Saikia urges Opposition MPs to remain seated, assuring them that a discussion on SIR will be held. Amid protests, the Chair adjourned the Lower House for the day

Amid a continuing chorus of protests, the House adjourns to meet at 2 p.m.

Leader of Opposition Mallikarjun Kharge says that it has been a tradition to name the subjects and the names of the members who have given notice under rule 267. He asks that the Chair pay attention to one side of the House.

Chair C.P Radhakrishnan says that I will listen when house is in order, how can I listen if your members are gathering in the well of the House.

Mr. Kharge says Parliamentary Affairs Minister Kiren Rijiju has evaded the discussion on SIR, while Chair says that the Minister has taken it under consideration and will give his response later. Mr. Kharge asks that the discussion on the SIR take place right now.

Leader of the House J.P Nadda said that the Parliament Affairs ministers said that there will be a meeting very soon with Opposition leaders and accordingly we will decide. Parliamentary Affairs Minister Kiren Rijiju requests that a timeline condition not be put on anything. Everything cannot be mechanical, there are many issues in the country, you shouldn't undermine one issue and take up another, he says.

BJP MP Dr. K Laxman raises the issue of drugs trafficking and addiction among youth. He highlights that the Ministry of Social Welfare and empowerment reported that there were 31 million cannabis users, 24 million opioid users and 7.7 users of inhalants in the country. The problem is not merely medical, it is often social and structural, usually tied to unemployment, violence and exploitation, he says. He asks for an expansion of rehabilitation centres and stricter enforcement against drug peddlers.

DMK MP Tiruchi Siva raises a point of order under rule 239 and questions why a discussion is not being held on SIR. He says that the Chair has not provided reasons to reject rule 267 notices. The Chair says that he has been clear about his reasons and refuses to entertain the point of order.

MPs pose questions on cooperatives, fish production in Uttar Pradesh and West Bengal. Bjp MP Saumitra Khan questions how much Central funds has been spent by TMC govt in fish production. In response, Centre says that only 21% of the funds given has been spent.

Opposition MPs continue sloganeering chanting “SIR pe charcha karo” and “Down Down”. Speaker Om Birla urges them to settle down but to no avail. Lok Sabha adjourned till 12 noon.

Members of a parliamentary delegation from Georgia are visiting India and attending Rajya Sabha proceedings today. The delegation arrived on December 1 and are present in the special box of Rajya Sabha today. They will meet dignitaries in Delhi and then visit Agra before heading back.

“SIR pe charcha ho” slogans fill the House. Some members who are called upon to speak also request a discussion on Special Intensive Revision of electoral rolls underway in 12 States and UTs including Dr. Fauzia Khan and V Sivadasan.

AGP MP Birendra Prasad Baishya rises to speak about an issue pertaining to minorities in the North-east, but his words are not audible amid the loud sloganeering.

The House takes up matters raised with the permission of the Chair. Opposition members continue sloganeering as RJD MP Prof. Manoj Kumar Jha speaks.

The Chair C.P Radhakrishnan says that he has received 21 notices under Rule 267 to suspend the business of the House to hold discussions on specific issues. Members protests after the notices are not admitted.

Rajya Sabha kicks off at 11 a.m. with Chair CP Radhakrishnan presiding. Papers are laid on the table of the House.

Hitting back at Prime Minister Narendra Modi's accusations that the Opposition parties' protest in Parliament were drama, Congress leader Priyanka Gandhi Vadra said on Monday (December 1, 2025) that, rather, refusing to allow a discussion on issues of public importance constitutes the real “drama.”

Ms. Vadra told reporters outside Parliament, “What is Parliament for? It is not drama. Speaking about and raising issues is not drama. Drama is the refusal to allow discussion and the absence of democratic debate on matters of public concern.”

The Lok Sabha, on the first day of the Winter Session on Monday (December 1, 2025), passed a Bill to replace an ordinance which implemented reforms in the Goods and Services Tax (GST) in Manipur, amid disruptions and Opposition protests over the Special Intensive Revision (SIR) of electoral rolls in nine States and three Union Territories.

The first day of the Winter Session, which will have 15 sittings, saw frequent disruptions as the Opposition insisted on a debate on the ongoing SIR exercise.
