Rajya Sabha Deputy Chairman Harivansh on Tuesday (August 5, 2025) rejected the Opposition's charges that Central Industrial Security Force (CISF) personnel had been deployed inside the House. He also castigated the Opposition for continued disruptions, questioning whether entering the Well of the House and disturbing other members can be termed as a “democratic right of protest”.
Mr. Harivansh was responding to Congress president Mallikarjun Kharge's letter from last week. Mr. Kharge, who is the Leader of the Opposition, had said that he was shocked to see CISF personnel blocking MPs from entering the Well of the House.

Mr. Harivansh's remarks led to a sharp exchange between the Opposition and Treasury benches. Mr. Kharge reiterated his allegation and complained that the Opposition members were being treated as terrorists. He asked “if the Chair was conducting the House or Home Minister Amit Shah”, to whom the CISF reports.
Strongly objecting to Mr. Kharge's remarks and the repeated disruptions, Union Minister J.P. Nadda, who is the Leader of the House, said the Opposition members should take tuition from him on how to function from the Opposition benches. He cited his four-decade-long experience of being in the Opposition.
The Rajya Sabha witnessed its first adjournment at 11.45 a.m. Soon after it resumed at 2 p.m., the proceedings were adjourned for the day amid protests over the special intensive revision (SIR) of electoral rolls in Bihar.
Earlier in the day, Mr. Harivansh read out a written response to Mr. Kharge. “The dignity of the Chair does not allow it (letter) to go to the media,” Mr. Harivansh said. He also questioned whether a privileged communication addressed to him should have been released to the media.
Calling the continued disruption worrying, Mr. Harivansh said, “We members should self-introspect whether such actions enhance the dignity and decorum of the House.”
He called the Opposition's conduct “undemocratic” and asked how raising slogans, entering the Well of the House, and disturbing other members can be termed as a “democratic right of protest”.
Mr. Nadda, in his intervention, said, “Any person who is in the House to maintain discipline and decorum by the order of the Chair, he is not a member of paramilitary forces and he is considered to be a marshal.”
The Opposition members, quoting this statement, claimed that the government had conceded that CISF personnel were present inside the House.
