Rajya Sabha passes The Mines and Minerals (Development and Regulation) Amendment Bill, 2025. The House adjourns for the day.

Mr. Reddy says production has increased due to the government's efforts and India is now the second largest coal consumer. He also says Gevra coal mine in Chhattisgarh is the world's second largest mine.

Under PM Modi's leadership, India's coal production has crossed one billion tonnes for the first time, he says.

“Today no State can report power shortage. How much ever coal shortage is there for States to generate power, the Ministry ready to provide that coal,” he says.

Mr. Reddy says that the way coal allocation is done and the way the Mines Ministry works have come a long way since 2014, after Prime Minister Narendra Modi's government came to power. He says the Centre has brought about “revolutionary changes” in the mining sector.

He cites CAG reports and Supreme Court verdicts to criticise the UPA government of corruption in coal allocation, before 2014.

He says since 2014, transparency and efficiency has increased in the Mining Ministry. Private sector's participation has been motivated and because of this the ease of doing business has increased, he says.

No let up in Opposition protests and the Lok Sabha adjourns for the day.

TDP member Masthan Rao Yadhav Beedha says that The Mines and Minerals (Development and Regulation) Amendment Bill, 2025, is a “timely reform in the governance of mineral resources as our country positions itself for rapid industrialisation, energy transition and global competitiveness.”

BJP members Mayankkumar Nayak (Gujarat), Deepak Prakash (Jharkhand) and Seema Dwivedi (Uttar Pradesh) and NCP member Praful Patel speak in favour of the Bill.

Milind Murli Deora of the Shiv Sena says that the global demand for rare earth and critical minerals is set to double over 8,000 tonnes by 2030, half of it driven by electrical vehicles and wind turbines.

“Despite India having the third largest reserves in the world, almost six to seven tonnes, unfortunately we only produce less than 1% of the global outputs,” he says, adding that's why India needs to “urgently” implement mining of rare earth and critical minerals.

The Mines and Minerals Amendment Bill will help in accessing mines inside and outside India and help reduce India's dependence on just one country.

He says China holds a near monopoly of 60% of global Lithium and global Cobalt processing and refining. Almost 85% of global rare earth processing happening in China. He says very little mining happens in China but processing of these elements happen there.

Upper House continues discussion on The Mines and Minerals (Development and Regulation) Amendment Bill, 2025. YSRCP member Ayodhya Rami Reddy Alla and BJD member Manas Ranjan Mangaraj speak in favour of the Bill.

BJP MP Radha Mohan Das Agrawal says that Opposition leaders are sharing videos, containing expunged material, of their speeches in Parliament on social media. He asks from the Chair if this was not Breach of Privilege.

Amid continuing protests, proceedings in the Lok Sabha are adjourned till 4 p.m.

BJP MP Nishikant Dubey says that Shubhanshu Shukla is not a BJP person, and that he represents India's population of 140 crore as India's first astronaut on the ISS. He says he thought that Opposition would support PM Modi and show the world that as far as space, defence, development and Viksit Bharat is concerned, we are united. But the Opposition has placed Parliament in a deadlock, and when I thought about why, I remembered a Supreme Court judgement from 1994, where the Congress government arrested Nambi Narayan through the CBI and State police in Kerala, he says.

I will read some paragraphs from this judgement to show how the Congress has ruined ISRO and space mission by colluding with China, Russia, US and Soros, he says. He reads out a section which highlights that a scientist of national repute was subjected to “immense physical humilitation” and physical abuse at the hands of the police. He highlights that the Court directed that he be compensated and set free.

He brings up a CAG report from 2012 which says that Rs. 2 lakh crore was given in bribes to the Indian government for contracts pertaining to satellites.

Opposition members continue protesting and gather in the well of the House.

Opposition members insist on the discussion on Bihar SIR and “vote theft” allegations and resort to loud sloganeering.

Rajya Sabha reconvenes after the initial adjournment. Leader of Opposition Mallikarjun Kharge says that the Opposition is demanding a discussion on the Special Intensive Revision (SIR) of the electoral rolls in Bihar.

Ghanshyam Tiwari, in the Chair, insists that the House only takes up legislative business. Union Mines Minister Kishan Reddy begins debate on The Mines and Minerals (Development and Regulation) Amendment Bill, 2025.

All rule 267 notices are rejected.

Minister of Rural Development Shivraj Singh Chauhan is asked about houses for the poor in Tamil Nadu under the PMAY-G. He replies that the Tamil Nadu government has not conducted the required survey and not taken adequate steps to ensure houses are built for the poor. He asks the Tamil Nadu government to not do injustice against the poor in their state.

Opposition members are continuing their protests with great vigour.

The next set of questions pertain to the responsibilities of the Indian Council of Agricultural Research. Mr. Chauhan, also the Minister of Agriculture and Farmers Welfare informs the house that Viksit Krishi Sankalp Abhiyan will run from October 3 to October 18. He also highlights government programmes which was sought to bring solutions from the lab to the land.

Deputy Chairman Mr. Harivansh says 20 notices were received demanding discussion on various issues and he says he is not admitting any of the notices. Opposition MPs resort to loud protests, as the Chair tries to resume with Zero Hour.

Amid the ruckus, Mr. Harivansh adjourns the House till 2 p.m.

Opposition members have commenced protests in the House over SIR. Question Hour is underway in the Lok Sabha.

Speaker Om Birla informs the Lok Sabha that interpretation will now be available in all the languages listed in the Constitution.

Deputy Chairman Harivansh commences proceedings in the Upper House as members rise to list the papers to be laid on the table.

Congress MP Vijay Vasanth moves an adjournment motion in the Lok Sabha, demanding a discussion on “the widespread manipulation of electoral rolls, the alarming conduct of the Election Commission of India (ECI), and the systematic disenfranchisement of legitimate voters, particularly in the state of Bihar.”
