Mission to counter conspiracy to alter demography soon: PM Modi
The Centre is preparing to launch a mission to thwart a conspiracy to alter the demography of the border areas of the country with the help of “infiltrators”, Prime Minister Narendra Modi said on Sunday (September 14, 2025).
Addressing a rally at Mangaldoi in north-central Assam's Darrang district, he said those bent upon sheltering the infiltrators have been conspiring to change the demography of areas bordering Bangladesh. Mangaldoi is about 70 km northeast of Guwahati.
“This is a grave threat to national security, necessitating a demography mission across the country,” Mr. Modi said, underscoring the Bharatiya Janata Party's (BJP) “goal” of ejecting infiltrators to save Indian citizens from them.
“I want to tell the (pro-infiltrator) politicians that I have accepted their challenge,” he said, accusing Congress of shielding and protecting these infiltrators.
“Write it down. I will see how you use your strength to protect the infiltrators and how we put our lives on the line to remove them. Let there be a contest. Those protecting the infiltrators will suffer, and mark my words, the country will not pardon them,” Mr. Modi said.
He said that the Congress party supported infiltration when it was in power. “Congress wants the infiltrators to stay in Bharat permanently and decide its future,” he added.
“Congress promoted the encroachment of the land of our farmers, tribals, and places of worship. BJP is changing that situation by clearing encroachment. Under Chief Minister Himanta Biswa Sarma, lakhs of bighas (one bigha is about 0.25 hectare) of land, grabbed by infiltrators, have been taken back. These include Darrang district's Gorukhuti,” the Prime Minister said.
Accusing Congress of standing by anti-India individuals and ideologies, he said the country bled when the grand old party was in power by pandering to vote bank politics.

“Today, our forces have uprooted the leaders of terrorism during Operation Sindoor, but Congress, instead of standing by the Indian military, stood by the Pakistani military. Congress people take forward the agenda of those who nurture terrorism. You always have to be wary of the Congress party,” Mr. Modi said.
He also slammed Congress for demeaning music maestro Bhupen Hazarika after the BJP-led government bestowed the Bharat Ratna on him posthumously.
“Last (Saturday) night, after I attended a programme celebrating the birth centenary of Bhupen-da, the Chief Minister (Mr. Sarma) showed me a video. It showed the Congress president making a statement the day the government of India bestowed the Bharat Ratna on Bhupen-da. The Congress president said Modi gives Bharat Ratna to singers and dancers. I was hurt after watching it,” the PM said.
Mr. Modi said former Prime Minister Jawaharlal Nehru abandoned Assam during the 1921 Chinese aggression. “The Congress's present generation is adding salt to the wound of the northeast that is yet to heal,” he said.

“However much you abuse me, as a devotee of Lord Shiva, I will swallow all the poison. When someone is insulted, I cannot tolerate it. Was giving the Bharat Ratna to Bhupen-da right or wrong? Congress mocked Bharat Ratna to Hazarika. Was it not wrong?” Mr. Modi said.
“I know their [Congress's] ecosystem will attack me today, saying Modi has started crying again... The people of Assam should ask for an explanation from Congress why it insulted Bhupen-da,” he further said.
Earlier, the Prime Minister laid the foundation stones for health and infrastructure projects worth ₹6,300 crore at Mangaldoi. These included the construction of the Darrang Medical College and Hospital, along with a nursing college and a general nursing and midwifery school, the 2.9 km Narengi-Kuruwa bridge, and the 118.5 km Guwahati Ring Road connecting Assam's Kamrup and Darrang districts and Meghalaya's Ri-Bhoi district.
The Mangaldoi Lok Sabha constituency, renamed Darrang-Udalguri after the 2023 delimitation, was at the centre of the anti-infiltration Assam Agitation from 1979 to 1985, which set the narrative of the ‘Bangladeshi issue' during elections. The BJP's State president, Dilip Saikia, represents the constituency.
The next Assam Assembly election will be held by May 2026.
