Srinagar: The Kargil Democratic Alliance (KDA) on Tuesday said it will also not participate in the talks with the central government till climate activist Sonam Wangchuk and others who were arrested in Ladakh are released and a judicial probe into the firing and killings of September 24 is ordered.
KDA co-chairman Asgar Ali Karbalai announced the decision a day after its counterpart Apex Body Leh (ABL) decided not to participate in the talks with the ministry of home affairs (MHA) putting the same conditions for resumption of talks.
Both ABL and KDA have been demanding statehood for Ladakh, implementation of Sixth Schedule, two Lok Sabha seats and a separate Public Service Commission for the Union territory. KDA leaders Karbalai, Sajjad Kargali along with MP Haji Hanifa Jan and civil society representatives condemned the killings and “excessive use of force” on September 24.
“What happened in Leh was not just an attack on protesters but on democracy itself,” said Karbalai adding, “We are constantly in touch with the Apex Body Leh... We will not participate in the talks with the Centre till Sonam Wangchuk is released, arrests are stopped, those arrested are released, and a judicial probe by a retired SC justice is ordered.” The KDA dismissed all allegations of the UT administration and MHA and condemned Ladakhis being labelled as ‘anti-nationals.'
“We want to tell the government of India we don't need a certificate from anyone. We have sacrificed our lives for the country. Stop portraying Ladakhis as anti-national,” he said. The Ladakh MP also said the locals were upset with the denunciatory term being used for them.
Four people were killed and scores others injured in the clashes between protesters and police and paramilitary personnel, while over 50 people were taken into custody for their alleged involvement in the rioting on September 24. Wangchuk was detained under the stringent NSA and lodged in a jail in Rajasthan's Jodhpur. The KDA reiterated that Wangchuk is the hero of the country, alleging that the government was attempting to “silence” voices that advocate peaceful, democratic means of protest.
“Sonam Wangchuk's only crime is that he spoke for the people of Ladakh, for their right to constitutional protection, and for safeguarding the fragile environment of the Himalayas,” said Karbalai. “Instead of listening to him, the government has chosen to muzzle him. This is unacceptable,” said KDA members. They said the central government is deliberately delaying to fulfil the promises made to the people of Ladakh. “The government promised us protection, but years have passed without any meaningful action. Instead of dialogue, we are facing bullets, detention, and cases,” the KDA leaders told reporters.
The ABL and KDA decision to withdraw from dialogue till their demands are fulfilled is seen as a ‘critical escalation' depicting ‘growing mistrust' between the representatives of Ladakh and New Delhi. The KDA alleged that even individuals who had earlier supported the Union Territory status were now facing charges under stringent laws.
“Even former BJP supporters have been booked under UAPA and NSA for questioning the government's policies. This is a dangerous trend,” said KDA leaders. “When Ladakh was carved out as a union territory (in 2019), people were promised development and empowerment. But today, there is greater alienation and anger. Jobs are scarce, resources are being exploited, and our voices are ignored,” said Kargilli. The KDA leaders emphasised their commitment to peaceful means of protest. “We will not allow Ladakh to be turned into another conflict zone. Our struggle is democratic, peaceful, and rooted in constitutional principles,” he added.
