Indian Govt Reinforces Commitment To Clean Sport, Intensifies Crackdown With Plan To Criminalise Doping
Amid the World Athletics’ (WA) decision to designate India as country with “extremely high" risk of doping, the government says it remains firmly committed to the promotion of clean sport and the protection of athlete integrity through a robust and evolving anti-doping framework.
In line with this commitment, significant policy and legislative measures have been undertaken, including the introduction of the National Anti-Doping (Amendment) Act to further strengthen institutional mechanisms and ensure compliance with global standards.
Additionally, in the near future, the Department of Sports will bring provisions relating to the criminalisation of doping, reflecting India’s zero-tolerance approach towards doping in sport.
These progressive steps, along with enhanced testing, education, and awareness initiatives, underscore India’s proactive stance in addressing the menace of doping.
Notably, WADA President, Mr. Witold Bańka, during his recent visit to New Delhi for the Global Anti-Doping Intelligence & Investigations Network (GAIIN) Conference, acknowledged India’s strengthened commitment towards clean sport and appreciated the expanding scope of its anti-doping programme, while also recognising the Government’s willingness to further strengthen and improve the anti-doping system, and emphasised the importance of sustained collaboration, intelligence-sharing, and reforms to reinforce the integrity of sport.
In response to the evolving anti-doping landscape, NADA India has considerably expanded its Testing Programme during 2023–2025: In 2023, a total of 5,606 samples were collected. Similarly, in 2024, a total of 7,113 samples were collected, and in 2025, a total of 7,939 samples were collected, which shows a significant increase in sample collection (approx. 41% increase from 2023).
Total testing in athletics was also increased significantly between 2023-2025, i.e., 1306 samples in 2023, 1991 samples in 2024, 1825 samples in 2025. For 2026, NADA India has planned over 8,500 samples to be collected, out of which 2,100 samples will be collected from various disciplines of athletics.
Accordingly, the impact of the above stringent testing measures shows a decline in Adverse Analytical Findings (AAF%), i.e., 3.8% in 2023, 3.6% in 2024, and 1.7% in 2025, which indicates a downward trend in positivity rates. Similarly, athletics-specific data also indicates that AAF% reduced from 4.7% (2023) to 1.8% (2025).
More emphasis is also being given to in-competition testing as compared to out-of-competition testing in line with global best practices. In this regard, NADA India has recently strengthened its overall Testing Pool to enhance athlete monitoring, which includes an increase of athletes in athletics in the Registered Testing Pool (RTP) from 66 in 2025 to 120 in 2026 (+81% increase). To supplement these efforts, NADA India has also set up a Secondary Testing Pool (STP) below the RTP in September last year.
Further, NADA India will work in close coordination with the AIU and AFI for implementation of Rule 15 requirements. While India has made measurable progress in expanding its anti-doping programme, the concerns raised by the AIU will also be noted in its programme. NADA remains committed to aligning India’s anti-doping framework with global best practices and ensuring the integrity of sport.
