The Income-tax Act, 2025 will come into force, replacing the Income-tax Act, 1961 that has been in place for over 60 years. Instead of tinkering with tax rates, the government has focused on rewriting the law in a clearer, more structured manner. Over time, the old law had become layered with amendments and exemptions, often making it difficult for taxpayers to navigate. The new version attempts to fix that by removing redundancies and presenting provisions in a more organised format.
For individual taxpayers, there is little change in terms of rates. The new tax regime will continue as the default option, while the old regime—with its deductions and exemptions—remains available for those who choose to opt in.

The current slab structure under the new regime stays as it is, ensuring continuity. However, many salaried individuals earning around ₹12 lakh annually may still find their tax outgo minimal. This is due to the rebate available under Section 87A, along with the standard deduction, which together can significantly reduce taxable income. The intent is to leave more disposable income in the hands of taxpayers and make the system feel less burdensome.
Another area where taxpayers are likely to notice change is in the filing process. Revised income tax return forms are expected to be simpler, with fewer fields and more clarity in reporting requirements. The government is also continuing its push towards digital systems, including faceless assessments and online communication, which should help reduce delays and disputes.
Investors, too, will see some changes. The taxation of share buybacks is being adjusted, with gains expected to be taxed in the hands of shareholders as capital gains, rather than being treated as dividends at the company level. There are also tweaks to levies such as the Securities Transaction Tax on certain trades, aimed at refining how market transactions are taxed.

At the same time, surcharge and cess remain unchanged. A 4 percent Health and Education Cess will continue to apply, along with surcharge for higher-income individuals.
The larger idea behind this overhaul is to move towards a system that is easier to understand and less prone to disputes. By simplifying the language of the law and reducing unnecessary provisions, the government is hoping to encourage voluntary compliance rather than enforcement-driven action.
In essence, the changes coming into effect from April 1 are less about how much tax is paid and more about how the system works. For most taxpayers, the real shift will be in dealing with a framework that is cleaner, clearer, and easier to follow.
