High Court declines plea for CBI probe into Haryana IPS officer’s death

The Punjab and Haryana High Court on Wednesday dismissed a petition seeking the transfer of the investigation into the alleged death by suicide of Haryana-cadre Indian Police Service officer Y Puran Kumar to the Central Bureau of Investigation, Live Law reported.
Kumar was found dead at his residence in Chandigarh's Sector 11 on October 7. The police said he died by suicide.
In a “final note” recovered from the scene, Puran Kumar had named 11 serving and retired officers, including Director General of Police Shatrujeet Kapur and Rohtak Superintendent of Police Narendra Bijarniya, accusing them of caste-based discrimination.
On Wednesday, a bench of Chief Justice Sheel Nagu and Justice Sanjiv Berry held that it had no reason to doubt the ongoing probe by a Special Investigation Team of the Chandigarh Police.
“It does not appear that there is any unnecessary delay or laxity in investigation till date,” Bar and Bench quoted the court as saying.
On October 10, the court had asked the Chandigarh Police to disclose the status of the investigation.
The bench was told on Wednesday that 14 persons had been named in the first information report, while 22 persons had been examined as witnesses so far.
The court was hearing a Public Interest Litigation filed by Navneet Kumar, the head of a Haryana-based non-governmental organisation, that demanded an independent investigation into the case, Live Law reported.
Appearing for the Chandigarh Administration, Amit Jhanji dismissed the plea as “nothing but a publicity stunt”, The Indian Express reported.
“The police acted with promptitude, an FIR was registered on October 9, and an SIT was constituted the very next day,” Jhanji told the court.
Following Kumar's death, the state government had sent Kapur on leave, while Birjaniya was replaced as the Rohtak superintendent of police.
