Delhi CM Rekha Gupta has announced that the Delhi government will implement the Rah-Veer Scheme, which provides Rs 25,000 to those who assist road accident victims to reach the hospital within the first critical hour. This is significant for Indian road users because it is a fact that bystanders are often reluctant to help accident victims because of the fear of legal repercussions and costs. The new policy combines Good Samaritan protection along with a direct cash reward. This step is intended to go a long way in ensuring that emergency services are not delayed on the congested roads of Delhi.
The Rah-Veer Scheme by Delhi government is a programme that will reward any individual who transports or facilitates treatment for a road accident victim within the “golden hour.” This period refers to the first 60 minutes after trauma when survival chances are highest. The person who helps the affected people will receive a reward of Rs 25,000 after verification by authorities and confirmation from hospital. The scheme builds on India’s Good Samaritan legal framework, which already protects helpers from police questioning or hospital liability. Delhi’s move adds a direct financial incentive, which will turn voluntary assistance into a formally recognised civic action.
Eligibility is intentionally broad to encourage rapid intervention:
– Any onlooker, motorist, cyclist or passerby
– No need to know the victim
– If the victim is admitted to a registered hospital
– Only applicable to road accident cases in Delhi
– The helper’s details are taken for only reward payment purposes, not for involvement in the investigation.
In Indian cities, the response to accidents may rely on passing motorists rather than the authorities. The fear of police procedures, hospital bills or court appearances is a deterrent to helping. The Rah-Veer Scheme alters two functional considerations for road users:
– Eliminates fear of the law.
– Compensates for time and transport costs with a fixed payment of Rs 25,000.
– For regular commuters, delivery boys, taxi drivers and private car owners, this shifts the cost-benefit equation of stopping to help after an accident has occurred.

Now in Delhi:
– Monetary reward standardised at Rs 25,000.
– State-level implementation with hospital verification.
– Formal recognition of helpers.
This initiative is supported by policy evidence, which indicates that the survival rate increases if the victim is treated in an hour. The traffic in Delhi and the number of accidents make it important for bystanders to act accordingly. The Rah-Veer Scheme aims at the behavioural barrier that has the most significant effect on the outcome of a crash, which is hesitation. The message is clear to Delhi’s motorists: helping out in a road accident is now protected, recognised and rewarded.
