Govt offers up to Rs 50 lakh for donkey farming: Check eligibility, how to apply, business potential
Donkey farming may not be the first business idea that comes to mind, but the Indian government is offering a financial push to make it attractive. Under the National Livestock Mission (NLM), entrepreneurs and farmers can receive up to Rs 50 lakh in assistance to set up donkey breeding farms. The scheme aims to encourage livestock businesses while also helping revive India’s rapidly declining donkey population.
The initiative aims to revive interest in livestock enterprises while addressing the sharp decline in the country’s donkey population. Officials say financial incentives could encourage more people to invest in breeding farms and help preserve indigenous animal breeds.
According to guidelines issued by the Department of Animal Husbandry and Dairying under the Ministry of Fisheries, Animal Husbandry and Dairying, the government provides a 50% capital subsidy on the total project cost, capped at Rs 50 lakh.
The support is open to a wide range of applicants. Individuals, farmer producer organisations (FPOs), self-help groups (SHGs), joint liability groups (JLGs), cooperatives and Section 8 companies can all apply under the scheme.
To qualify for a donkey breeding unit, the project must include at least 50 female donkeys and five male donkeys.
Authorities release the subsidy in two instalments:
The scheme supports only indigenous breeds as part of the government’s effort to conserve native livestock varieties.
Why the government is promoting donkey farming
Officials say the initiative is also aimed at reversing the sharp fall in India’s donkey population.
Data from the 20th Livestock Census (2019) shows that the country had about 1.23 lakh donkeys in 2019, which represents a nearly 60% decline compared with 2012.
For decades, donkeys played a key role in rural transport and construction activities. However, the rapid spread of mechanised equipment has reduced their use in many sectors. As demand dropped, the animal’s population also fell sharply.
By supporting breeding farms through subsidies, the government hopes entrepreneurs will see value in raising and conserving these animals.
Apart from traditional uses in transport and construction work, donkey farming is now being explored as a niche livestock business in several countries. Entrepreneurs can earn income by selling breeding animals, supplying working donkeys for rural industries, or producing donkey milk, which is considered a premium product in some international markets.
Donkey milk is used in specialised health products and cosmetics because it contains nutrients believed to be beneficial for skin care. Since a donkey produces very small quantities of milk each day, the product is often sold at high prices in niche markets, making it an emerging opportunity for small-scale livestock businesses.
Another factor driving interest in donkey farming globally is the demand for donkey hides used to make ejiao, a gelatin product widely used in traditional Chinese medicine. The product is prepared by processing donkey skins and is sold as a health supplement in several Asian markets.
Due to rising demand, some countries have explored breeding farms and exports linked to donkey-based products. Experts say that regulated breeding and conservation of indigenous donkey breeds could help farmers tap niche markets while also protecting the country’s shrinking donkey population.
The government also runs several other programmes to support livestock farmers.
One such scheme is the Pashu Kisan Credit Card, which allows small livestock farmers to access loans of up to Rs 1.6 lakh without collateral. These loans are often available at concessional interest rates.
Another initiative is the Rashtriya Gokul Mission, which focuses on improving indigenous breeds of cattle and buffalo. The programme supports breeding farms and provides services such as artificial insemination.
Together, these initiatives aim to boost rural incomes, strengthen livestock productivity and protect indigenous animal breeds across India.
