France has right to ban social media for under-15s, EU says
France has the right to ban social media for under-15s as proposed in a bill passed by its lower house of parliament, though enforcement would lie with the EU, the European Commission said Tuesday.
"The French authorities have the right to establish a digital age for their citizens," commission spokesperson Thomas Regnier told reporters, adding that online giants had an "obligation" to "respect the national legislation".
Provided the French bill conforms with EU law, "the commission will enforce it towards the Very Large Online Platforms", he said, using the term designating tech giants under the bloc's Digital Services Act (DSA) rules on online content.
In particular, Regnier said it would ultimately be up to the EU to ensure that platforms implement adequate age verification tools to help any ban become a reality.
Championed by President Emmanuel Macron, the French bill needs approval from the Senate to become law -- which would make France the second country to take such a step following Australia's ban for under-16s in December.
The French move comes amid a broader international push to combat alleged harms to child development and mental health linked to excessive screen use and social media.
Regnier indicated that enforcement could be carried out via a European age-verification tool being tested by several countries including France, with member states obliged to offer that tool or an equivalent by the end of the year.
French authorities want the proposed ban to be enforced from the start of the 2026 school year for new social media accounts, and age verification for all users in place by January 1 next year.
