UPSC CSE 2026 Attempt Rules Revised: Who Can Reappear, Who Is Barred After Selection
The Union Public Service Commission (UPSC) has introduced clearer rules on eligibility and repeat attempts for candidates who are already part of the civil services. These changes have been announced in the Civil Services Examination (CSE) 2026 notification, with special focus on candidates from the IAS, IPS and IFS.
While similar conditions existed earlier, the commission has this time explained the restrictions in detail, particularly for candidates already appointed to the IPS and other Group A services. The revised norms clarify at what stage such candidates can or cannot appear in the civil services examination again.
The detailed CSE 2026 notification was issued on Wednesday. Applications can be submitted online through upsc.gov.in till February 24.
As per the notification, 933 vacancies will be filled through CSE 2026. This is lower than the 979 posts notified last year and the 1,105 positions filled in the year before that.
Who Is Not Eligible To Appear In CSE 2026?
The UPSC has stated that candidates who were appointed to the IAS or IFS through an earlier examination and continue to serve in those cadres will not be allowed to appear in CSE 2026.
If a candidate receives an IAS or IFS appointment after clearing the CSE 2026 prelims but before the mains, they will not be permitted to write the mains examination. If the appointment takes place after the mains examination has started but before the final result is declared, the candidate will not be considered for appointment to any service through CSE 2026.
Although restrictions existed earlier as well, the commission has introduced more detailed and expanded conditions for the IPS in the 2026 notification.
For the Indian Police Service, UPSC has clearly stated that candidates who have already been selected or appointed to the IPS through a previous examination will not be allowed to opt for or be allotted the IPS again on the basis of the CSE 2026 result. This restriction has been stated more clearly than in earlier notifications.
Guidelines For Repeat Attempts In CSE 2027
UPSC has also outlined conditions for candidates who are allocated to the IPS or any other Central Service Group A through CSE 2026 and wish to appear again in CSE 2027.
Such candidates can appear in CSE 2027 only if they receive a “one-time exemption from joining training" from the concerned authority. This exemption applies only to the foundation course. If a candidate neither joins training nor secures the exemption, their service allocation under CSE 2026 will be cancelled.
If a candidate is recommended again in CSE 2027, they will be given the choice to accept either the service allotted in 2026 or the one allotted in 2027. The other allocation will stand cancelled.
The commission has clarified that candidates will not be allowed to appear in CSE 2028 or later unless they have already resigned from the service allotted to them. Seniority will be decided based on the service finally joined and will remain unaffected.

One-Time Option For Earlier Selections
The notification also provides a one-time option for candidates who were allocated a service through CSE 2025 or earlier. Such candidates may appear in either CSE 2026 or CSE 2027 to use their remaining attempt without resigning from service. Resignation will be mandatory to appear in CSE 2028 or subsequent examinations.
Compared to last year's notification, which focused mainly on the IAS and IFS, the 2026 rules introduce clearer and stricter provisions for the IPS, marking a significant change in how repeat attempts and service allocations are regulated.
