With two work-from-home appeals within 24 hours, Prime Minister Narendra Modi has reignited the debate around hybrid and remote working across India, with corporates reluctant to return to Covid-era relaxations and the workforce hoping for a reprieve from costly office commutes.
Among the arguments cited in favour of remote or hybrid work set-ups is the environmental cost of thousands of private vehicles hitting the roads every day, especially in already choked cities like Delhi.
Calls for private offices and even government departments to continue with Covid-era work from home options predate the oil crisis triggered by the US-Iran war in West Asia. In the Delhi-NCR region, some corporates do announce brief work from home policies due to disruptions like flooding and waterlogging brought on by heavy rains. But environmental factors like air pollution, even in toxic winter months, have rarely driven these voluntary considerations.
And yet, a lookback at how Delhi’s air quality improved dramatically when Covid-19 forced everyone indoors shows the merits of remote or hybrid working policies.
Delhi saw a dramatic improvement in air quality during the Covid-19 lockdowns of 2020 and 2021, offering a rare glimpse of cleaner skies and breathable air. As vehicular traffic disappeared from roads, pollution levels across the national capital dropped sharply within weeks, also helped by industries shutting down and construction activity coming to a halt.
According to multiple studies and air quality analyses, PM2.5 levels, the fine particulate matter most harmful to human health, fell by as much as 50% to 60% in several parts of Delhi during the first nationwide lockdown in 2020. PM10 levels also recorded a significant decline, in some places by nearly 50%. The city’s Air Quality Index (AQI), which often remains in the ‘poor’, ‘very poor’, or ‘severe’ category, temporarily improved to ‘moderate’ and even ‘satisfactory’ levels on several days.
Data from air quality monitoring agencies showed that the number of ‘unhealthy’ AQI hours reduced drastically compared to the same period in 2019.
Environmental experts describe the lockdown period as an unintended large-scale experiment that exposed the major contributors to Delhi’s pollution crisis. The sharp decline in emissions highlighted the outsized role played by vehicle exhaust and fossil fuel combustion along with industrial pollution in worsening the city’s air quality year after year.
Since 2023, Delhi’s air pollution levels have steadily worsened again, reversing much of the improvement seen during the lockdown years. Official air quality data analysed by independent researchers showed that the city’s annual PM2.5 concentration climbed from around 99 µg/m³ in 2022 to over 100 µg/m³ in both 2023 and 2024, still far above both India’s prescribed limits and global health standards.
The capital also continued to experience repeated winter smog emergencies. During November 2024, AQI levels in several parts of Delhi surged close to the 500-mark, placing the city in the ‘severe plus’ category for multiple days. Authorities were forced to impose emergency restrictions, including construction curbs, school closures, and work-from-home advisories.
Although some reports suggested a slight dip in annual averages in 2025, Delhi’s air remained consistently unhealthy. The city recorded a large number of ‘Poor’ and ‘Very Poor’ AQI days through the year, while ‘Good’ air quality days remained virtually absent.
Experts say the return of dense traffic, construction activity, industrial emissions, and dust pollution after the lockdown years has played a major role in pushing pollution levels back up over the years.
Following PM Modi’s appeals, a large-scale work-from-home policy now could have a measurable impact on Delhi’s pollution levels, particularly by reducing traffic-related emissions, one of the city’s biggest pollution sources.
Vehicular emissions are estimated to contribute roughly 17-28% of Delhi’s PM2.5 pollution annually, with their share rising further in traffic-heavy corridors and during congestion peaks. Experts have repeatedly pointed out that even a temporary reduction in daily commuting can significantly cut nitrogen dioxide (NO2), carbon monoxide, and particulate emissions.
The Covid lockdown period offered a real-world example of this effect. Multiple studies found that Delhi’s PM2.5 levels dropped sharply when offices shut and traffic disappeared from roads.
Even recent policy responses in Delhi suggest authorities see WFH as a pollution-control tool. During severe smog episodes in late 2025, the Delhi government and CAQM directed offices to operate at 50% attendance under GRAP restrictions specifically to reduce vehicle movement and congestion.
WFH alone will not solve Delhi’s pollution, but it could still reduce peak-hour congestion, fuel consumption, and daily transport emissions across NCR.
There is also global evidence supporting this cause and effect. A 2025 international study covering 141 cities found that a 1% increase in remote work corresponded to nearly a 1.8% reduction in daily transport emissions per capita.
