Maharashtra Civic Elections: How Devendra Fadnavis, Ravindra Chavan Engineered BJP’s Sweep
The results of the municipal corporation elections have delivered a clear political message from urban Maharashtra. Voters have decisively endorsed Chief Minister Devendra Fadnavis' vision of a “Developed Maharashtra", rewarding not just promises, but a leadership model that combines governance with political clarity. This was not a routine civic victory—it was a statement of confidence in direction, delivery, and decisiveness.
Equally central to this success has been the role of BJP Maharashtra president Ravindra Chavan, whose deep understanding of urban voter behaviour and organisational discipline shaped the party's campaign on the ground. When Chavan took charge of the state unit last January, he set an ambitious target of enrolling 1.5 crore primary members. Achieving that goal early ensured the party entered the civic elections with a strong organisational base, effectively winning half the battle even before polling began.
The BJP's strength has always rested on its ability to align policy with execution. From candidate selection to booth-level planning, and from rally scheduling to identifying opposition vulnerabilities, the coordination between the government and the party organisation stood out. Political observers note that the seamless sync between Fadnavis's administration and Chavan's organisational machinery was a decisive factor behind this unprecedented performance.
Throughout the campaign, Ravindra Chavan faced repeated personal attacks from the opposition—ranging from his statements to his appearance. However, he chose not to be distracted. Instead, he allowed the opposition to remain trapped in non-issues while the BJP stayed focused on development, governance, and voter outreach. The election results have made it clear that such personal criticism carried little weight with the electorate.
With over 25 years in public life, Chavan has steadily evolved through criticism and challenge. His tenure as Public Works Minister, during which he travelled extensively across Maharashtra, helped him build strong grassroots networks. Those connections—formed through development work and constant engagement—proved invaluable during the civic polls, especially in urban pockets where organisational strength often determines outcomes.
Chief Minister Devendra Fadnavis is aware of the value of a party president who is available 24/7, politically alert, and permanently election-ready. Chavan's grasp of urban politics and his emphasis on preparedness complement Fadnavis' governance-driven leadership style. Together, they represent a political model that blends vision with execution.
In a landmark outcome in the Brihanmumbai Municipal Corporation (BMC) elections, the BJP, along with its ally Shiv Sena, secured control of India's wealthiest civic body on Friday.
The BJP also emerged as the single-largest party in 19 other municipal corporations across Maharashtra, taking the total number of urban civic bodies where it is poised to install a mayor to 20. With the support of its allies, the BJP-led NDA has secured a majority in 23 of the 29 municipal corporations that went to polls on Thursday.
Among the major wins were Pune and Pimpri-Chinchwad, where the BJP outperformed its own ally—the Ajit Pawar-led NCP—which had contested in alliance with the Opposition NCP (SP) headed by Sharad Pawar.
Prime Minister Narendra Modi thanked voters in Mumbai and across Maharashtra, describing the city as the “pride of the nation" and a symbol of aspiration and growth. In a post on X, he said Mumbai reflects the best of Maharashtra's vibrant culture and assured citizens of good governance and improved ease of living under the NDA.
In a separate message, Modi expressed gratitude to the people of Maharashtra for endorsing the NDA's development agenda. He said the municipal results showed a deepening bond between the alliance and the electorate, adding that the mandate reflected trust in the government's track record and vision for progress.
The BJP's performance marked a significant improvement over its 2017 showing, when it had won 15 municipal corporations between 2015 and 2018. At the time, in alliance with the undivided Shiv Sena, the BJP controlled 20 of the state's 27 municipal corporations.
In the BMC specifically, the BJP won 89 of the 227 seats, up from 82 in 2017, while the Eknath Shinde-led Shiv Sena secured 29 seats. Together, the two allies crossed the majority mark of 114. The Shiv Sena (UBT), led by Uddhav Thackeray, retained a substantial presence in Mumbai with 65 seats, though this was a drop from the 84 seats won by the undivided party in 2017, before the 2022 split.
The Congress finished with 24 seats in the BMC, while the Nationalist Congress Party won three. The Maharashtra Navnirman Sena, led by Raj Thackeray and allied with Uddhav Thackeray, secured six seats. The Asaduddin Owaisi-led AIMIM won a total of 95 seats across the 29 municipal corporations, including eight in Mumbai.

The results mark a decisive shift in Maharashtra's urban political landscape, significantly strengthening the BJP-led alliance's hold over key civic institutions in the state.
The figures also show that BJP's civic triumph is not accidental. It is the result of Fadnavis' strategic leadership and Chavan's organisational foresight—making them the principal architects of this historic mandate in urban Maharashtra.
