Energy trade principles applied selectively, says S Jaishankar at East Asia summit
External Affairs Minister S Jaishankar on Monday stated that energy trade was becoming “increasingly constricted” and that “principles are applied selectively”, while speaking at the East Asia Summit in Kuala Lumpur.
In a speech delivered hours after he met United States Secretary of State Marco Rubio, Jaishankar also said that “what is preached is not necessarily practised”.
The meeting between Jaishankar and Rubio came against the backdrop of New Delhi and Washington holding talks to finalise a trade deal.
Tensions between the two countries had escalated after the Donald Trump administration on August 6 doubled the tariffs on goods imported from India to 50% for purchasing Russian oil amid the war in Ukraine.
Trump has repeatedly alleged that India's imports were “fuelling the war machine”.
After the “reciprocal” levies were announced, New Delhi had said it was “extremely unfortunate” that the US had chosen to impose additional tariffs on India “for actions that several other countries are also taking in their own national interest”.
On Monday, Jaishankar stated that in the current times, “there are growing concerns about the reliability of supply chains and access to markets”.
“Technology advancement has become very competitive, the quest for natural resources even more so,” he said. “But change has a life of its own. And the world will inevitably respond to new circumstances.”
Speaking about Israel's war on Gaza and Russia's war on Ukraine, Jaishankar said that the conflicts “have significant repercussions, near and far”.
“Deep human suffering apart, they undermine food security, they threaten energy flows and they disrupt trade,” stated the minister. “India, therefore, welcomes the Gaza peace plan. We also seek an early end to the conflict in Ukraine.”
Jaishankar also spoke about terrorism, stating that it “poses a continuous and corrosive threat”.
“The world must display zero tolerance; there is no room for ambivalence,” said the minister. “Our right of defence against terrorism can never be compromised.”
On October 15, Trump had told reporters that Modi agreed to halt India's Russian oil imports “within a short period of time”, which he described as “a big stop”.
Hours later, India's Ministry of External Affairs issued a statement that neither confirmed nor denied Trump's claim, but maintained that ensuring stable energy prices and secure supplies were the goals of the country's energy policy.
However, subsequently, India's foreign ministry spokesperson Randhir Jaiswal said at a press conference that as per his information, no telephonic conversation had taken place between Modi and Trump that day.
On October 19, Trump reiterated his claim that Modi had assured him during a telephone conversation that India would be limiting its oil purchases from Russia.
“We talked about trade,” he said. “We talked about a lot of things, but mostly the world of trade. He's [Modi] very interested in that.”
Energy trade was also part of the conversation, Trump said.
Recently, trade talks between India and the US have gained fresh momentum.
A team of Indian officials led by Commerce Secretary Rajesh Agarwal visited Washington DC earlier this month to hold trade negotiations with the US, The New Indian Express reported. Last month, Union Commerce Minister Piyush Goyal had also led a delegation to New York for trade talks.
