With state elections expected in November, the Congress is betting on its campaign against “vote chori” to resonate in Bihar, while linking the contest to a larger battle over the integrity of India's democratic institutions.
The Congress Working Committee (CWC) met in Patna on September 24 for the first time since Independence, using the rare gathering to sharpen its strategy for the Bihar assembly elections and to mount a direct attack on the Bharatiya Janata Party (BJP) over what it described as “vote chori” and growing communal polarisation.
Party president Mallikarjun Kharge, opening the meeting, declared that the Bihar polls would mark “the beginning of the end of the Modi government's corrupt rule.”
Kharge accused the ruling party of engineering manipulation of voter rolls and undermining democratic institutions, framing the issue as central not just to Bihar but to the nation's political future.
Accusations of Electoral Manipulation
Kharge alleged that the Election Commission's Special Intensive Revision of electoral rolls in Bihar was being misused to delete votes of Dalits, tribals, backward classes, minorities and the poor.“Vote theft means theft of rations, pensions, medicine, scholarships and exam fees belonging to the weakest sections of society,” he said.
The Congress president argued that electoral integrity itself was under threat, with the Commission demanding affidavits from complainants instead of addressing specific concerns raised in several states.
He said Bihar, historically regarded as the cradle of democracy, was the right place to reaffirm the party's commitment to safeguarding the Constitution.
Rahul Gandhi's recent “Voter Adhikar Yatra” was cited as a turning point, drawing public support and energising the party's cadre on the ground.
Broadening attacks
Kharge broadened his remarks to the national stage, criticising the Modi government over unemployment, slowing economic growth, and the weakening of independent institutions.He reminded supporters of the unfulfilled pledge of creating two crore jobs annually, arguing that demonetisation and the early design of the Goods and Services Tax had derailed the economy.
“After eight years, the prime minister realised his mistake. Now, the same reforms in GST that Congress had demanded from the start are being implemented,” Kharge said.
Strains Within NDA?
The Congress chief also pointed to divisions inside the National Democratic Alliance. He said the BJP now viewed its Bihar ally, Chief Minister Nitish Kumar, as a burden, adding that Kumar had been “mentally retired” by the party.With Bihar's population overwhelmingly comprising OBC, EBC and SC/ST communities, Kharge said transparency in caste census and reservation policy would be vital for public trust.
Kharge pledged that Congress, together with its allies in the Mahagathbandhan, would prioritise employment, education, healthcare, social justice and governance. “The people of Bihar have long dreamed of a golden Bihar, and together we will make it a reality,” he said.
The extended CWC session brought together permanent members, special invitees, party chief ministers, state leaders and Legislature Party representatives. Senior leaders, including Rahul Gandhi, Ajay Maken, KC Venugopal, Jairam Ramesh, Sachin Pilot and Bihar Congress chief Rajesh Kumar, were present.
Kharge inaugurated the gathering by hoisting the party flag at the state headquarters.
