Bihar's Chief Electoral Officer (CEO), Vinod Singh Gunjiyal, on Sunday released the details of all 65 lakh electors removed from the draft electoral rolls in the first phase of the controversial Special Intensive Revision (SIR) in the state. The publication follows the Supreme Court's directive to provide the list of deletions along with reasons for removal.
According to an official statement from the CEO, the list includes electors who were part of the 2025 electoral roll before the draft publication but were excluded in the draft roll published on August 1. The reasons for deletion include 'Deceased', 'Permanently Shifted', 'Absent', or 'Repeated Entry.'
The complete list has been made available on the Bihar CEO website and at all District Election Officer offices. The statement further informed that voters can search their names using EPIC numbers, while booth-wise lists can be downloaded. Each entry provides the elector's name, EPIC number, father's name, and reason for deletion.
"In light of the interim order passed by the Hon'ble Supreme Court on 14.08.2025…, it is hereby notified that the list of such electors whose names were included in the Electoral Roll of the year 2025 (before the draft publication) but are not included in the draft roll published on 01.08.2025, along with reasons (Deceased/Permanently Shifted/Absent/Repeated Entry), has been published on the websites of the Chief Electoral Officer, Bihar, and all District Election Officers of the State of Bihar," read the statement.
Supreme Court's oversight
The apex court had directed the ECI on August 14 to ensure that the names of around 65 lakh excluded voters are also displayed physically at Panchayat Bhawans, block development offices, and panchayat offices, and widely publicized through newspapers, Doordarshan, radio, and official social media channels. The SC emphasized that the information should be accessible both online and offline.The Court had asked the ECI to file compliance reports from all booth-level and district-level officers before the next hearing scheduled for August 22, citing concerns over alleged large-scale deletions during the SIR.
The SC also sought details of the 2003 electoral roll revision in Bihar, requesting the ECI to clarify which documents were considered during that earlier intensive revision. The bench, comprising Justices Surya Kant and Joymalya Bagchi, noted concerns about the use of the January 1, 2003 date in the SIR process and whether EPIC cards issued during summary exercises could be disregarded.
Petitioners raised issues regarding excessive discretion at the booth level, the absence of acknowledgment receipts for enumeration forms, and insufficient reasons provided for deletions. Senior advocates appearing in court argued that the revision process should facilitate voter inclusion, not exclusion.
Political & legal backdrop
The SIR process has faced opposition from parties such as the Rashtriya Janata Dal (RJD) and Congress, as well as from the Association for Democratic Reforms (ADR), who have challenged it in court.On August 13, the SC clarified that electoral rolls cannot remain static and praised the expanded list of acceptable identity documents—from seven to eleven—as “voter-friendly and not exclusionary.”
The Election Commission has maintained that the exercise is constitutionally mandated and transparent, allowing for claims and objections by voters and political parties to rectify any errors in the draft rolls.
