Ease of doing biz: 99.3% reforms completed, says Kerala Industries Minister Rajeeve

Kerala has achieved top rankings in ease of doing business and reduction of compliance burden, securing the highest category in the Business Reforms Action Plan. This recognition, awarded for the second consecutive year, highlights the state's consistent progress and strong teamwork, positioning it as a global destination for advanced technology investments.
Kerala has completed 99.3% reforms this year and secured top position across four key business-focussed sectors, Industries & Law Minister P Rajeeve has said after his state ranked at the highest category in ease of doing business under the business reforms action plan (BRAP) and reduction of compliance burden, along with a few other states.
Rajeeve received the award from Union Commerce & Industry Minister Piyush Goyal in Delhi on Tuesday.
This recognition for the second consecutive year proves our consistent progress and strong teamwork under the leadership of chief minister Pinarayi Vijayan, the minister said in a post on X. “Kerala is now seen globally as a destination for advanced technology investments. This achievement will attract even more opportunities,” he added.
Kerala shared the top achiever recognition with Andhra Pradesh, West Bengal, Jammu & Kashmir, Tamil Nadu, Madhya Pradesh, Telangana, Rajasthan, Jharkhand, and Chhattisgarh across four reform areas.
Kerala was also hailed as a fast mover under Category Y states (states/union territories with established business systems) along with Odisha, Punjab, Andhra Pradesh, Rajasthan, Madhya Pradesh, Assam, Uttarakhand, Jammu & Kashmir, and Karnataka.
Minister Goyal, speaking on the occasion, highlighted the importance of strong Centre–State collaboration in driving industrial growth. Every State in India has developed good practices that can serve as models for others, and by learning from one another, the nation can accelerate industrial progress. Shri Goyal encouraged states and union territories to establish third-party mechanisms to effectively implement and monitor industrial incentives, ensuring timely disbursement and execution to maintain industry confidence.
