Delhi Red Fort blast case: Explosive unravelling of an inter-state terror network in a killer explosion's wake
What appears to have begun as a well-conceived plan for large-scale attacks appears to have shifted into a hurried, panicked detonation. Investigators believe the original intent was for coordinated blasts but the rush of security action may have forced the group's hand.
On the evening of 10 November 2025, a white Hyundai i20 near the Red Fort Metro Station in New Delhi detonated, killing 12 people and injuring more than 20.
The incident immediately triggered one of the most complex counter-terror probes in recent memory -- spanning Kashmir, Haryana, Uttar Pradesh and the National Capital Region.
Background
The blast occurred at a red light in a densely populated zone adjacent to the historic Red Fort, a site of national symbolism.While initial reports indicated a deadly explosion in a slow-moving vehicle, the investigation soon revealed far deeper roots than a city-street accident. The vehicle's ownership trail revealed it was registered in Gurgaon in 2014, changed hands several times, and ended up in the hands of an individual in Faridabad for three months prior to the blast.
At the same time, police in Jammu & Kashmir had registered a case after posters affiliated with Jaish-e-Mohammed appeared in the Bunpora-Nowgam region of Srinagar on 19 October threatening security forces.
The sequence of events pointed to a broader disruption of a terror module rather than a lone act.
The actors
At the heart of the network are professionally qualified individuals operating under the guise of academic and medical institutions. Among them are:Dr Muzammil Ganaie (35, from Pulwama) had been teaching MBBS students and working in the hospital at Al-Falah University in Faridabad. Police seized from his rented accommodation over 358 kg of suspected ammonium nitrate, an assault rifle, live rounds and extensive bomb-making material.
Dr Adeel Ahmad Rather, also attached to Al-Falah, was arrested in Saharanpur. He had an AK-47 in his locker and is believed to be part of the explosives and arms network.
Dr Shaheen Sayeed -- a doctor from Lucknow, said to be closely associated with Dr Muzammil and described by investigators as an active module member. An assault rifle was found in her car in Faridabad.
Dr Umar Mohammad (Un Nabi) of Pulwama is alleged to have driven the i20 into the blast site near the Red Fort. He remains at large.
Dr Ahmed Mohiyuddin Saiyed, based in Hyderabad, arrested by Gujarat ATS, is accused of radicalising others, posting extremist content, scouting sensitive sites and being in contact with ISKP handlers. Police recovered two Glock pistols, a Beretta, live ammo and castor-bean mash (a ricin precursor) from him.
Supporting them, as per police sources, was a cleric in Kashmir, Moulvi Irfan Ahmad Wagay (aka Imam Irfan), described as the module's recruiter and logistics facilitator. He worked at the medical college in Srinagar and is believed to have used academic networks and mosque congregations for radicalisation.
Taken together, this grouping illustrates a “white-collar terror ecosystem”: professionals, students, academic fronts, encrypted fund flows and cross-state movement of arms and explosives.
The plot

Investigators believe the original intent was for coordinated blasts but the rush of security action may have forced the group's hand.In Faridabad, authorities recovered nearly 2,900 kg of explosives and bomb-making equipment from two villages (Dhauj and Dehar Colony) linked to the doctor-network.
The i20 used in the Delhi blast bears the ownership trail from Gurgaon to Faridabad, and then onward to a dealer who sold it to a suspect in the network.
Forensic teams at the blast site collected more than 40 samples, including ammunition cartridges and explosive residues. Preliminary analysis suggests one component is ammonium nitrate with a second, more powerful substance under testing.
The significance of these facts: the network had both the intent and material capability to strike. But rather than executing a polished fidayeen operation, the blast may have been triggered prematurely -- perhaps inadvertently by someone who seems to have panicked.
The investigation
The case has been registered under the Unlawful Activities (Prevention) Act and the Explosives Act. The National Investigation Agency (NIA) is leading the probe.Home Minister Amit Shah held security review meetings and ordered forensic labs to accelerate analysis of the seized samples.
Multiple raids and detentions have followed. In Faridabad, more than 800 police officers were deployed, around 70 people were briefly detained for questioning in connection with the Al-Falah University network.
CCTV footage confirmed the i20 parked for over three hours before the explosion, and the absence of shrapnel or pellet marks suggests the device may not have been optimised for maximum casualties.
The forensic evidence -- the live cartridges, explosive residues, timers and batteries -- point to a sophisticated network but one that may have detonate ahead of schedule.
Meanwhile, the families of some of the accused, such as Dr Muzammil's, claimed the charges were politically motivated and denied any terror link.
Aftermath and implications
Delhi's security apparatus has been placed on high alert. Airports, bus terminals, metro stations were subject to enhanced screening. The government announced compensation: Rs 10 lakh for the deceased, Rs 5 lakh for permanently disabled and Rs 2 lakh for seriously injured.Prime Minister Narendra Modi declared that “the conspirators behind this will not be spared”.
The incident has exposed several hard truths. Firstly, terror modules are no longer limited to militant cadres but may include highly-educated professionals embedded in civilian vocations. Secondly, the geographic as well as institutional spread (medical colleges, universities, charitable fronts) highlight the challenge of detection. Thirdly, the panic-driven detonation rather than a scripted attack suggests that security operations are forcing unpredictable responses -- but that also risks collateral slippage.
Critical questions ahead
Why was an academic institution like Al-Falah University employed as front-line in this network? What allowed the storage of hundreds of kilograms of explosives in villages adjoining the university campus? How many more professionals might be in similar cells?How quickly will clarity emerge on the second explosive whose potency exceeded ammonium nitrate? It may be noted here that the difference between industrial-grade and high-end military explosives is significant when calibrating threat assessments.
Finally, will this investigation prompt tighter vetting and monitoring of professionals (doctors, teachers, researchers, etc.) with cross-border or multi-state mobility?
