Congress slams NDA govt. over new Adani power plant project in Bihar
Congress leader Kanhaiya Kumar, on Saturday (October 4, 2025), while making a reference to the upcoming power plant at Pirpainti in election-bound Bihar's Bhagalpur district, said that the “vote thief government is land thief too”, in a veiled dig at the BJP-led government at the Centre.
“For several days, there were talks of a land survey going on in Bihar, and people were doing rounds of local block offices, keeping their land papers in hand, but the real purpose of the government was to identify lands to be grabbed and hand them over to their friends. Why was over 1,000 acres of land in Bhagalpur given to Adani for the power project at the rate of ₹1 per acre?” asked the Congress leader while addressing media persons at the party headquarters in Sadaqat Ashram in Patna.

He also mentioned that the power project was initiated by the previous United Progressive Alliance (UPA) government, but later, it was virtually handed over to the Adani Group “under questionable terms”.
Party MLA Shakeel Ahmad Khan and spokesperson Rajesh Rathore had accompanied Mr. Kumar at the press meet.
Earlier, the Congress leader Pawan Khera had charged that whenever and wherever Assembly elections come and the BJP “feels they are losing the poll, they resort to such gifts to Adani”.
“There has been a pattern for this, as in Maharashtra, Jharkhand and Chhattisgarh, power projects were given to Adani Group before the Assembly elections there. Whenever and wherever they (BJP) feel they will lose the poll, such gifts are given to the Adani Group,” he alleged.
Mr. Kumar further questioned the power rates agreed upon for the project. “In other States, Adani Group is taking power contracts at a fixed rate of ₹3-3.5 per unit, but here in Bihar (Pirpainti), they have been awarded the contract at ₹6 per unit,” he noted.
The project is likely to be commissioned within five years. Chief Minister Nitish Kumar-led National Democratic Alliance (NDA) government in Bihar has allegedly “handed over” the 1,050 acres of land for the 2,400 MW ultra-supercritical thermal power project at Pirpainti in Bhagalpur district, with a Letter of Award issued to the business group, Mr. Kumar alleged.
“The government has taken the land from farmers on the old rate but sold it to the business house at the new rate... It's been a clear violation of the land agreement too,” he charged.
A team from the Opposition Communist Party of India (Marxist-Leninist) had also recently visited Pirpainti to prepare a survey report on the upcoming thermal power project and the land taken from the farmers there. The team, later, alleged violation of the land agreement by the government and also reported the woes of farmers whose lands were taken for the project.
“This power project is expected to generate massive profit of about one lakh crore rupees which will now go into the coffers of Modi ji [Prime Minister Narendra Modi], instead of common people of Bihar,” Mr. Kumar charged. He also alleged that the “project was meant to be a joint venture between the State and Central government but later, Modi government at the Centre withdrew its support from the project”.
Earlier, it was said that the thermal power has signed a 25-year Power Supply Agreement (PSA) with the Bihar State Power Generation Company Limited (BSPGCL) to supply electricity from its upcoming thermal power project at Pirpainti in Bhagalpur district, some 300 km from the State capital, Patna. In August, the agreement followed a Letter of Award (LoA) issued by BSPGCL to Adani Power.
The Pirpainti thermal power project is expected to generate 10,000-12,000 direct and indirect job opportunities during the construction phase, and 3,000 permanent jobs “once it gets operational”. The coal linkage for the power project plant has been awarded under the Central government's SHAKTI (Scheme for Harnessing and Allocating Koyla (coal) Transparently in India) policy, which ensures fuel supply to power producers “transparently and effectively”.
