Coding as literacy: How China and India are engineering the workforce of the 2040s Premium
The integration of coding and computational thinking into K-12 education represents a significant curricular shift in the early 21st century. No longer viewed merely as a vocational skill for a niche workforce, coding has been re-conceptualised as foundational literacy alongside reading, writing, and arithmetic. This transformation is driven by global recognition that in the Fourth Industrial Revolution, the ability to command computational systems is synonymous with economic sovereignty and national security.
And, the world's two most populous nations, China and India, are currently architecting their future talent pipelines. However, a deep analysis reveals a stark dichotomy in their strategic approaches: the ‘State-mandated public good' model of China versus the ‘market-led, then policy-corrected' trajectory of India.
The push for coding in primary education is not rooted in pedagogy alone. It is a downstream effect of upstream industrial policy. Both nations view the current cohort of primary students as the workforce that will secure technological dominance in the 2030s and 2040s.
In China, this intent is explicit. The “New Generation Artificial Intelligence Development Plan” (AI 2030) sets an ambitious target: to make China world's primary AI innovation centre by 2030. To achieve this, the country's Ministry of Education launched the “New Engineering” initiative (Xin Gongke). This represents a restructuring of education, moving away from siloed disciplines toward a cross-disciplinary approach. The logic is ruthless: to have engineers capable of designing intelligent semiconductors in 2030, the State must cultivate “computational thinking” in the primary schoolers of today.
India's National Education Policy (NEP) 2020 shares this vision, aiming to transform India into a “global knowledge superpower”. The policy mandates the introduction of coding and mathematical thinking from Grade 6, explicitly acknowledging the need to move away from rote learning toward critical thinking. However, unlike China's centralised execution, India's strategy relies on a mix of central mandates and State-level adoption, creating a heterogeneous landscape.
That said, a defining moment in China's strategy was the “Double Reduction” policy of July 2021. While often framed by Western media as a crackdown on the tech sector, it was a strategic correction to protect the talent pipeline. Prior to 2021, China's shadow education industry was estimated at over $75 billion. The policy banned for-profit tutoring in disciplinary subjects, slashing the number of offline tutoring institutions by 95.6% within 13 months
Crucially, the Ministry of Education classified coding and robotics as non-disciplinary training. This effectively de-commodified the skill. While you could no longer profit from anxiety over Math exams, you could facilitate technology literacy if you followed strict government-guided pricing. This transformed coding from a luxury product for the elite into a regulated public good.
This was followed by the release of the “Information Science and Technology” (IST) standard in 2022, which elevated the subject to an independent discipline. It mandates that IST accounts for 1% to 3% of total class hours. The curriculum focuses on core literacy and algorithmic thinking rather than just software operation.
To identify the absolute elite, the ceiling of the talent stack, China employs a rigorous ecosystem anchored by the National Olympiad in Informatics (NOI). This funnel filters the top 0.01% of students through provincial leagues (NOIP) to the national team. Historically, success here offered a fast pass to elite universities. Under the “Strong Base Plan” (Qiangji Plan), this has been refined to funnel talent specifically into basic disciplines critical for national strategy, such as Mathematics and Physics.
Conversely, India's initial exposure to mass coding education was driven by private venture capital. This era was exemplified by the meteoric rise of platforms like WhiteHat Jr, which was acquired by Byju's. The marketing strategy relied heavily on “Fear Of Missing Out” (FOMO). Advertisements featured fictional children like “Wolf Gupta” landing multi-crore jobs, implying that if your six-year-old was not coding, they were losing the race for the future.
This model was economically flawed. The companies faced unsustainable unit economics, where the Customer Acquisition Cost (CAC) often exceeded the Lifetime Value (LTV) of the student. In the rush to scale, pedagogical outcomes were commodified; the focus shifted to “building an app” to impress parents rather than developing deep computational logic. The subsequent collapse of this bubble left a vacuum that the public sector is now attempting to fill.
The NEP 2020 serves as the corrective mechanism. By introducing coding in the Middle Stage (Grades 6-8), the state aims to democratise access to coding. The Central Board of Secondary Education (CBSE) has introduced modules on Data Science and AI in partnership with industry leaders.
However, the vision of the NEP collides with the hard reality of infrastructure. Data from the Unified District Information System for Education Plus (UDISE+) reveals a massive digital divide. As of the 2021 - 22 data, only 41.2% of rural schools had internet access, compared to 68.8% of urban schools. Furthermore, in the 2023 - 24 cycle, only about 57.2% of schools nationwide reported having functional computers. In states like Bihar and Assam, this figure drops to as low as 8%.
This infrastructure gap creates a risk of an unequal coding system in which access to the language of the future is determined by geography and socioeconomic status. While the urban elite may access high-quality private instruction or well-equipped schools, the rural majority risks being left behind.
But, to be fair, despite these challenges, there are significant success stories within the Indian public sector. Kerala's KITE (Kerala Infrastructure and Technology for Education) initiative stands out as a premier example. By deploying Free and Open Source Software (FOSS) across 45,000 classrooms, Kerala has prioritised sovereignty over tools and curriculum. The ‘Little KITEs' programme runs IT clubs in over 2,000 schools, training students in AI and robotics without the burden of licensing fees.
Similarly, the Delhi government has launched Schools of Specialised Excellence (SoSE) in a public-private partnership model. These schools offer high-end curricula in Python and Data Science, attempting to bring private-school quality to the government sector.
And overall, the lesson is clear: Coding must be integrated as a literacy, like writing, not sold as a lottery ticket. When treated as a public good, it becomes the foundation for national empowerment. The future belongs to the system that can teach its children not just to use the machine, but to understand the mind of the machine.
