India's Census 2027 introduces self-enumeration online, a first for the nation. Eligible citizens can submit their details digitally starting next month. Union Home Minister Amit Shah unveiled four digital tools and mascots Pragati and Vikas for the upcoming exercise. The Houselisting and Housing Census will occur in two phases from April 2026 to September 2026.
New Delhi: For the first time, Census 2027 will provide an option for self-enumeration (SE), allowing eligible respondents to submit their information online starting next month.
On Thursday, Union home minister Amit Shah soft-launched four digital tools for the exercise and formally unveiled the mascots - "Pragati" (female) and "Vikas" (male), according to a statement from the Union home ministry.
The Self-Enumeration (SE) Portal is a secure web-based facility that allows eligible members of a household to submit their information online before field operations begin. Upon successful submission, a unique Self-Enumeration ID (SE ID) will be generated. This ID will be shared with the enumerator, who will then verify the submitted information, the ministry said.
The two-phase Houselisting and Housing Census will be conducted between April 1, 2026, and September 30, 2026, during a 30-day continuous period to be notified by each state and Union Territory. An optional 15-day self-enumeration window will precede the house-to-house survey, the ministry added.
The Centre for Development of Advanced Computing (C-DAC) has developed digital platforms to facilitate enumeration operations across the country. The Centre had notified its intent to conduct Census 2027 through a gazette notification issued on June 16, 2025. The census will be conducted in two phases and in digital format for the first time, the ministry said.
Among the tools launched is the Houselisting Block Creator (HLBC) web application, which enables officers to digitally create houselisting blocks using satellite imagery, ensuring standardised geographic coverage across the country.
The second tool is the HLO mobile application, an offline mobile app that enables enumerators to collect and upload houselisting data. Only enumerators registered on the CMMS portal will be able to access the application, the ministry clarified.
The app enables direct field-to-server data transmission, eliminating traditional paperwork. All houselisting data will be collected through this application, which can only be operated using registered mobile numbers. It is compatible with Android and iOS platforms and can function in 16 regional languages, the ministry said.
The third platform is the Self-Enumeration (SE) Portal, which allows eligible respondents to submit their household information online.
The fourth platform, the Census Management and Monitoring System (CMMS), is a centralised web-based system designed to plan, manage, execute and monitor census-related activities across administrative levels.
