BJP-controlled Home Ministry in Bihar plans crackdown on crime

Bihar's government has shifted gears with the BJP now steering the Home Ministry. Their mission? To purge the state of criminal elements and confront the ongoing Maoist insurgency. An ambitious initiative is in play to seize properties belonging to around 1600 offenders, tightening security along the borders as a top priority.

This is for the first time that Nitish Kumar has parted with the home ministry in his entire tenure as Bihar CM. Bihar deputy CM Samrat Choudhary of the BJP is now in charge of the home ministry. Ever since the portfolio was allocated to BJP, party leaders and ministers are making claims about cleansing Bihar of criminals.

BJP sources told ET that the main reason for the party taking the home ministry is to align Bihar with other BJP-ruled states where crime has been checked and a movement against Maoists is going on. Bihar has long been affected by Maoist-related violence, especially in the Magadh region. As per Bihar ADG (operations and headquarters), Kundan Krishnan, a targeted effort is going on against Maoist activities. "At present, there are six Maoist leaders active in the region. We have located three of them and operations are going on to nab them. By this month end, they will be in our custody," Krishnan told ET. "All our forest areas are clean, barring the 700 sq km of Kharagpur Hills where the three Maoist leaders are supposedly operating from. We are running an operation there," he added.

Ending Maoism by March 2026 is one of the key missions Union home minister Amit Shah is working on. With a BJP home minister, the party assumes that communication and execution will be faster in Bihar.

Infiltration along the border regions is one of the biggest concerns of the NDA government at the Centre. Bihar shares borders with Nepal, West Bengal and Jharkhand from where it is suspected that infiltration, especially in the Seemanchal region, takes place. This was an election issue for the BJP, and the party wants to actively work on it in the new government. "We have seen several media reports of infiltration in Seemanchal region, some of the local politicians have also raised it. We are currently checking the facts and will deal with it accordingly," Krishnan told ET.

At his first press conference, Choudhary, said that a list of 400 criminals has been prepared and is being sent to the court to seek permission to confiscate their properties. On Thursday, Bihar DGP Vinay Kumar said an additional list of 1,200 criminals have been prepared, and details will be sent to the court for permission to confiscate their properties.

State government sources told ET those in the list are habitual offenders and under the new BNS, court permission is required to confiscate their properties. The list mostly includes the sand, land and liquor mafia of the state. Krishnan says that extortion from businessmen is a major crime which the government is taking strong action against to make Bihar a safe place for investment.
