Behind Closed Doors No More? IOC Eyes Revamp Of Olympics Host Bidding Race
The International Olympic Committee is weighing changes to how it awards future Olympic Games, with a renewed push for transparency and clearer timelines — just as the race to host the 2036 Summer Olympics begins to gather pace.
The 2036 contest is shaping up as one of the most open in years. India and Qatar are widely seen as front-runners, while Saudi Arabia, South Korea, South Africa, Turkey and Chile are all understood to be exploring bids.
With interest growing, pressure is mounting on the IOC to tidy up a process many insiders feel has swung too far into secrecy.
Speaking at the IOC Session in Milan on Wednesday, IOC member and former Croatian president Kolinda Grabar-Kitarovic said the current system needs refining.
“Structured timelines, increased transparency and more meaningful participation by IOC members are needed," Grabar-Kitarovic told delegates.
While there is little appetite to return to the expensive, public bidding wars of the past, she argued that the post-2019 model lacks structure and clarity.
Grabar-Kitarovic currently leads a working group on host selection set up by IOC president Kirsty Coventry.
Since 2019, the IOC has abandoned the dramatic, made-for-TV host elections in favour of a quieter process. Negotiations now take place behind closed doors until a “preferred host" is chosen by the Executive Board and later rubber-stamped by IOC members. The aim was to cut costs, avoid public embarrassment for losing bidders and encourage more cities to come forward.
But that approach has also led to wildly inconsistent timelines. Brisbane was awarded the 2032 Games a full 11 years in advance, while the French Alps landed the 2030 Winter Olympics with less than six years to prepare and without key details finalised.
Grabar-Kitarovic's group is proposing a new “transitional stage" that would formally shortlist a small number of serious candidates for deeper evaluation.
Crucially, those evaluations would be based on criteria published in advance, including venue plans, financial guarantees, clarity of the sports programme and prior hosting experience.
