Public sector bank operations across India faced disruption on January 27 after the United Forum of Bank Unions (UFBU) called a nationwide strike to push for a five-day workweek. The umbrella body, which represents nine major bank unions, announced the protest after negotiations with authorities failed to produce a resolution. The strike applied primarily to government-run banks, while private lenders such as HDFC Bank, ICICI Bank and Kotak Mahindra Bank were not expected to be affected.
Currently, bank employees receive holidays on the second and fourth Saturdays along with Sundays. Unions argue that a five-day schedule would not hurt productivity because staff have already agreed to work roughly 40 minutes extra each weekday to offset the reduction in working days.
How the Proposal Reached the Government
The demand is not new and has been under discussion for over a year. In December 2023, the Indian Banks' Association (IBA), which represents both public and private sector lenders, signed a memorandum of understanding with bank unions that included a proposal for a five-day workweek, subject to government approval.
This was followed on March 8, 2024, by the signing of the 9th Joint Note between the IBA and employee representatives, including the All India Bank Officers' Confederation, formally outlining a transition to Saturdays and Sundays off. However, the agreement cannot be implemented without clearance from the Finance Ministry and the banking regulator, the Reserve Bank of India, which oversees banking hours and operational frameworks. So far, the government has not announced any final decision or timeline.
Government's Position So Far
While there has been no outright rejection, authorities have also not given formal approval. The matter requires detailed consultation because changing banking schedules affects payment systems, clearing cycles, rural access, and interbank operations nationwide. The proposal, therefore, remains under consideration rather than at an implementation stage.
Why Unions Want a Five-Day Week
Employee groups argue that banks should align with institutions such as the RBI, LIC, stock exchanges and most government departments, all of which already operate five days a week. They maintain that extended daily working hours and growing digital banking adoption would ensure customers do not face reduced service availability.
Union representatives also say the change would improve work-life balance and help banks attract and retain talent, especially as private-sector employers increasingly offer more flexible work structures.
Customer Impact Concerns
For customers, especially those in regions with limited digital banking penetration, a shorter workweek could mean longer waiting times and the need to plan visits to branches more meticulously. However, bank employee unions have assured that the 5-day workweek would not lead to a reduction in customer service hours. To ensure this, the timing will also be revised to extend working hours by nearly 40 minutes, apart from enhancing mobile and internet banking platforms.
Key Implementation Challenges
The biggest hurdle is regulatory approval. Any shift requires consent from both the government and the RBI, making it a policy decision rather than a purely industry-level agreement. Operational continuity is another concern, as India's banking system handles massive daily transaction volumes across diverse geographies. Aligning staff schedules, branch hours and clearing operations nationwide would require careful coordination. In addition, unions and management must agree on detailed terms covering working hours, compensation structures and staffing patterns.
Global Practice and Comparisons
Supporters of the proposal often point out that banks in countries such as the United States, United Kingdom and Australia already function on a five-day workweek. However, policymakers note that India's banking ecosystem differs significantly because of its scale, population distribution and reliance on physical branches in many regions. Any transition would therefore need to be tailored to domestic realities rather than directly replicating international models.
Where Things Stand Now
In effect, the proposal has crossed the negotiation stage between banks and unions but is awaiting policy approval. Until the government and regulator sign off, the five-day workweek will remain a demand rather than a confirmed reform. The recent strike call signals that unions intend to keep the issue alive, suggesting that the debate over bank working days is far from settled.
