2,167 Maoists surrendered this year, says Centre
Union Minister of State for Home Nityanand Rai informed the Lok Sabha on Tuesday that in the year 2025, security forces had facilitated the surrender of 2,167 Maoist cadres. The number of such surrenders since 2019 stood at 5,571.
The Minister said Left Wing Extremism (LWE) related violent incidents had come down from the high of 1,936 in the year 2010 to 218 incidents in 2025.

“Resultant deaths of civilians and security forces have also come down from the high of 1,005 in the year 2010 by 91% to 93 in the year 2025. From 2019, 1,106 Maoist cadres have been killed, 7,311 arrested, and 5,571 have surrendered. This shows that their capacity to engage with our security forces is completely eroded. Therefore, they have no option left except to surrender with weapons,” Mr. Rai said.
In a written reply, the Minister said the resolute implementation of the National Policy and Action Plan 2015 had resulted in a consistent decline in violence and contraction of geographical spread. “LWE, which has been a serious challenge to the internal security of the nation, has been significantly curbed in recent times and has been constricted to only a few pockets. The number of Maoist-affected districts reduced from 126 in April 2018 to 90 in April 2024, 70 in July 2021, and 38 in April 2025, with only 11 remaining in October 2025. Currently, only three districts are categorised as the most LWE-affected. However, to restrict CPI (Maoist) to bounce back in the areas recently taken away from LWE influence, 27 districts have been kept as ‘Legacy & Thrust Districts' under the scope of Security Related Expenditure Scheme,” the reply said.
Since 2019, as many as 377 security camps have been opened in the LWE-affected areas.
